To ask the Secretary of State for Foreign and Commonwealth Affairs, how many forced marriages the Forced Marriage Unit has helped prevent since 2005.

Helen Hayes – 2016 Parliamentary Question to the Ministry of Defence

The below Parliamentary question was asked by Helen Hayes on 2016-10-07.

To ask the Secretary of State for Defence, whether the Government has access to radar data covering Aleppo city and Aleppo governorate from 18 September 2016 onwards that might identify the type, the origin and identity of aircraft present during (a) the attack on 18 September 2016 on populated areas in east Aleppo city, (b) the attack on 19 September 2016 on Syrian Arab Red Crescent trucks and warehouses in Urum al-Kubra in Aleppo governorate, (c) the attacks on 27 September 2016 on UOSSM supported hospitals M2 and M10 in Aleppo at approximately 4am local time and (d) other attacks on civilian targets and populated areas since that date.

I am withholding the information as its disclosure would, or would be likely to prejudice the capability, effectiveness or security of the Armed Forces.

However, indiscriminate attacks which fail to distinguish between civilians and legitimate military targets would be a violation of International Humanitarian Law and we welcome the UN’s recent decision to establish an Internal Board of Inquiry into the attack on a UN aid convoy on 19 September.

Helen Goodman – 2015 Parliamentary Question to the Department for Business, Innovation and Skills

To ask the Secretary of State for Business, Innovation and Skills, what proportion of investments made through the British Business Bank has been made in the North East.

As at 30 June, the North East accounts for 5% of the finance facilitated by the British Business Bank. Given that the North East accounts for 3% of the small business population this means that the region enjoys more than its pro rata share of Business Bank investment.

I am pleased that since 2010, there are 11,800 new businesses in the North East. The historic Tees Valley devolution deal, worth £450million, and the North East Combined Authority deal, worth £900million, recently signed by the Chancellor will help drive locally led economic growth and a thriving business environment.

Caroline Lucas – 2015 Parliamentary Question to the Department for Energy and Climate Change

To ask the Secretary of State for Energy and Climate Change, how many Intergovernmental Panel on Climate Change scenarios for keeping global temperatures below two degrees require (a) negative emissions technologies and (b) peaking of global emissions before (i) 2015 and (ii) 2020; and if she will make a statement.

Of the 204 emissions scenarios included in the IPCC’s Fifth Assessment Report database with climate model projections which are consistent with a more than 50% chance of keeping global warming below 2 °C by 2100:

(a)177 of these include negative emissions technologies; and

(b)noting that the scenarios do not consider emissions in 2015, but rather for each decade:

(i) 111 of the scenarios require emissions to peak by 2010; and

(ii) 46 additional scenarios require emissions to peak by 2020.

The remainder either do not report total emissions (11) or peak after 2020. The general features of the scenarios in this database show that delaying strong action to reduce emissions would increase the risk of exceeding 2 °C of warming and associated impacts, and require deeper emissions cuts in the future and/or a heavier reliance on negative emissions technologies at scale. This is why the Department is seeking ambitious global action on climate change in Paris.

Gareth Thomas – 2016 Parliamentary Question to the Ministry of Defence

To ask the Secretary of State for Defence, how much his Department has received from civilian business jet wage of RAF Northolt in each of the last five years; and if he will make a statement.

Receipts in respect of RAF Notholt comprise two elements: income from civilian aircraft business and other aviation-associated activity. The data available for these two elements covering the last five financial years (FY) is shown in the following table:

Jamie Reed – 2016 Parliamentary Question to the Department for Business, Innovation and Skills

To ask the Secretary of State for Business, Innovation and Skills, what estimate his Department has made of the cost to businesses in Cumbria of recent flooding and severe weather.

The Department does not have an estimate of the cost to businesses in Cumbria as a result of recent flooding. We expect at least 2,000 businesses to have been impacted by the flooding, based on reports from local partners, with many more affected as a result of secondary issues such as damage to important infrastructure such as the A591.

We know that getting timely support in place is really important and that is why we moved quickly, with Cumbria County Council and Cumbria Local Enterprise Partnership, to put in place a business recovery scheme. Cumbria have already received £2.6 million of funding to begin paying to businesses to help them recover and as more applications are made by businesses we’ll provide additional funding from the £11m we have made available to support business recovery following this winter’s flooding.

Flooded businesses also benefit from businesses rates relief and can also apply for up to £5,000 to make sure that property repairs include greater resilience to any future flooding.

To ask the Secretary of State for Defence, what proportion of the elements of the Successor programme has commenced production of manufacturing drawings; and when he expects all elements of that to have commenced such drawing.

The production of manufacturing drawings is phased to support corresponding manufacturing activities and has commenced for long-lead elements of the Successor submarine including the propulsion plant and missile tubes.

Production of the majority of manufacturing drawings will not commence until after the next approval.

Matthew Offord – 2016 Parliamentary Question to the Department for Transport

To ask the Secretary of State for Transport, what progress is being made to increase the number of train stations with step-free access.

Under the £390m Access for All Programme, launched in 2005, 150 stations across Great Britain received an accessible route into the station and to and between each platform. A further £160m to extend the programme and deliver step-free access at an additional 68 stations. In addition, whenever infrastructure works are carried out at stations, they must comply with the relevant UK and EU accessibility standards. Each rail franchise also has a Minor Works budget of typically around £250,000 that can be used for small improvements to accessibility.

Lord Warner – 2016 Parliamentary Question to the Department for Education

To ask Her Majesty’s Government what changes to local authority accountability for children’s social care services take place if these services are transferred to the management of an arms-length trust.

Statutory responsibility for children’s social care services remains with the local authority, but its functions are delegated to and carried out by the trust on the authority’s behalf. The accountabilities are set out in a service delivery contract between the authority and the trust.
