    To ask the Secretary of State for Culture, Media and Sport, what assessment she has made of the potential benefits of the UK taking part in the European Year of Cultural Heritage proposed for 2018 by the European Commission for her Department’s objectives set out in the Culture White Paper, published in March 2016 ; what assessment she has made of the implications of the outcome of the EU referendum on UK participation in that event; and if she will make a statement.

    Our rich cultural heritage makes the UK a great place to live and attracts millions of visitors each year. In the White Paper we committed to ensuring we continue to celebrate our heritage and make sure we can pass on something even more inspirational to future generations.

    Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. During this period, we will continue to participate in EU initiatives, and the European Year of Cultural Heritage is a potential opportunity to showcase UK heritage. We will continue to work with the heritage sector to determine the nature of our involvement.

    To ask Mr Chancellor of the Exchequer, with reference to the document, Fixing the Foundations: Creating a more prosperous nation, Cm 9098, published in July 2015, if he will publish his Department’s analysis linking the introduction of a Youth Obligation for 18 to 25 year olds on universal credit with increased productivity.

    The Government is introducing a Youth Obligation for 18-21s on Universal Credit, to help them into sustainable employment.

    From day 1 of their claim, young people will participate in an intensive support regime in return for their benefit. After 6 months, we will expect them to apply for an apprenticeship, traineeship, gain work-based skills, or go on a work placement.

    As set out in “Fixing the Foundations: Creating a more prosperous nation”, this is part of the Government’s plan for achieving full employment. The Government wants to ensure that young people are given the support, skills and experience to move into work, fulfil their potential and make a contribution to a productive economy.

    The Government supports the use of the lesser duty rule in trade defence cases, as it allows for protection against unfair trade while at the same time avoiding the imposition of disproportionate costs on the wider economy. We do not support changes that would lessen its effectiveness as a trade defence instrument.

    We do not record the number of assessments conducted. Assessments against the Family Test are completed by policy officials in the course of developing advice on new policy and can be included in submissions to Ministers. Assessments can be completed for some policies in the early stages of development, including for some ideas that do not progress beyond the design stage.

    To ask the Secretary of State for Health, what steps he is taking to ensure that NHS England implements the NICE recommendation for NHS funding for Translarna as a treatment for Duchenne muscular dystrophy.

    The National Institute for Health and Care Excellence (NICE) is currently evaluating Translarna (ataluren) for the treatment of Duchenne muscular dystrophy through its highly specialised technology programme. The expected publication date for NICE’s final guidance is July 2016.

    National Health Service commissioners are legally required to fund drugs and treatments recommended in NICE highly specialised technology guidance within three months of its final guidance being issued.
