    To ask the Secretary of State for Health, pursuant to the Answers of 7 July 2016 to Questions 41448 and 41439, what his Department’s priorities are for the 7th Conference of the Parties to the World Health Organisation Framework Convention on Tobacco Control to be held in November 2016.

    The Department is still giving consideration to the United Kingdom’s priorities for the upcoming Conference of the Parties to the World Health Organization Framework Convention on Tobacco Control. The composition of the UK’s delegation is also still under consideration.

    To ask the Secretary of State for Health, what steps he is taking to ensure that (a) an appropriate number of podiatrists work in the NHS and (b) such podiatrists are appropriately trained.

    It is the responsibility of Health Education England (HEE) to ensure that the healthcare workforce has the right skills, behaviours and training, and is available in the right numbers to support the delivery of health care and health improvement.

    HEE’s workforce plan is based on the needs of Local Education and Training Boards, which are responsible for working with local providers and clinical commissioning groups, to determine the future requirements of the workforce reflecting local patient need. The workforce investment plans are reviewed by the HEE Allied Health Professions (AHP) Advisory Group, which is chaired by NHS England’s Chief AHP Officer and has representation from the AHP professional bodies including the Society of Chiropodists and Podiatrists. For 2015/16, HEE commissioned 362 training places for podiatrists.

    HEE is committed to working with stakeholders to influence training curricula and ensure that the NHS workforce can provide the highest standards of care. This includes ensuring that podiatrists receive appropriate pre-registration training and then through Continuing Professional Development to broaden their knowledge, expertise and competence, in line with the latest evidence-based clinical practice.

    The Syrian Vulnerable Persons Resettlement Scheme operates on a voluntary basis, and we are in discussions with local authorities across the UK regarding their participation. Resettlement can be a sensitive issue for local areas, and we therefore cannot disclose which local authorities are considering their involvement without their consent.

    The Chancellor of the Duchy of Lancaster chairs an inter-ministerial group on Clean Growth, to consider issues relating to air quality and de-carbonisation where these have a cross-departmental aspect. The group meets as and when required, and members include ministers and officials from the relevant departments, including Defra, DECC, DfT and BIS. To protect the integrity of the policy making process, we do not comment on specific membership or the frequency and timing of meetings.

    To ask the Secretary of State for Work and Pensions, pursuant to the Answer of 7 March 2016 to Question 29565, what criteria will be applied to determine whether the Jobcentre Plus support for schools initiative should be rolled out more widely.

    To determine the wider roll out of Jobcentre Plus Support for Schools, DWP will undertake an evaluation of the pathfinder activity in Autumn 2016 using programme data and a qualitative research study.

    The evaluation criteria will include assessing the demand for JCP support from schools, the level of employer engagement with schools being generated, work experience opportunities being brokered through the programme and schools perceiving the programme to have value in providing a more rounded career guidance offer to pupils – in particular those at highest risk of becoming NEET.

    The Department does not hold this information centrally.

    However, as far as NHS England is aware, in the overwhelming majority of cases, leaders are not being paid over and above the remuneration they receive for their existing roles. Many Sustainability and Transformation Plans are supported by local programme teams which are funded by the constituent local organisations.

    Our White Paper, ‘A BBC for the Future’, makes it clear that we want to ensure that the BBC is transparent and efficient in how it spends its funding. As set out in its annual report, the BBC reviewed the use of Personal Service Companies as a means of engaging presenters and contributors​ in 2012​. ​It continue​s to apply an employment test, discussed with HM Revenue & Customs, to all workers to ensure they have the appropriate employment status.

    A number of lorry manufacturers produce models with lower cabs, glass doors and other safety equipment such as cameras and their use is increasingly common on UK roads.

    Transport for London’s Freight Operator Recognition Scheme and Construction Logistics Cyclist Safety scheme encourage the use of safer vehicle designs and equipment for vehicles operating in London. Compliance with such a scheme can be a contractual requirement, including for some major public sector transport projects, such as Crossrail.

    We support the aims of such schemes in improving road safety.

    To ask the Secretary of State for the Home Department, how many detainees were threatened with the Kingfisher Isolation Unit as a result of peaceful protest activities in conjunction with the demonstration outside Yarl’s Wood Immigration Removal Centre on 10 September 2016.

    Kingfisher Unit at Yarl’s Wood is managed by Serco, the service provider, in accordance with Rules 40 (removal from association) and 42 (temporary confinement) of the Detention Centre Rules 2001. Detainees may only be separated from others for reasons of safety, either their own or for others, for security reasons or when an individual is being refractory or violent. There is no provision in the Rules for separation to be used as punishment.

    Provisional management information from Serco shows that no detainees were re-located to Kingfisher Unit on either 10 or 11 September. There is no record of any complaints having been made by detainees alleging that they have been threatened with placement on Kingfisher Unit in connection with the demonstration on 10 September.

    Detainee Custody Officers must not threaten detainees in order to manage their behaviour but may advise detainees that they may be separated if their behaviour is judged to risk compromising the safety and security of the centre, themselves or others.
