    I completely understand the concerns about the cost of some rail fares and the impact that this can have on people’s budgets. That is why we have capped the rail fares we regulate at inflation (RPI) for two years running, and will continue to do so for the life of this parliament. We are helping hardworking people with the cost of transport. We’ve put a stop to increases in regulated fares above inflation until 2020. This will save theaverageseason ticket holder £425 in this Parliament and meansearnings growth will outstrip rail fare increases for first time in a decade.

    Sir David Dalton, who led recent negotiations on behalf of the National Health Service, advised my Rt. hon. Friend the Secretary of State for Health that the offer made to the British Medical Association (BMA) was developed with the input of a senior reference group of NHS leaders and shared with a wider group of senior NHS leaders, all of whom agreed it to be fair and reasonable for doctors in training and for the service. In negotiations, agreement had been secured with the BMA on approximately 90% of the issues discussed. Sir David’s letter advised the government “to do whatever it deems necessary to end uncertainty for the service and to make sure that a new contract is in place which is as close as possible to the final position put forward to the BMA”.

    To ask the Secretary of State for International Development, what estimate she has made of the financial contributions made by her Department to Gavi, the Vaccine Alliance, in each of the last five years.

    The UK is the largest donor to Gavi, the Vaccine Alliance. Between 2011 and 2015, the UK contributed £1.32 billion to Gavi. No additional administrative support was provided during this time.

    The UK investment over the five year period between 2011 and 2015 immunised over 60 million children against vaccine preventable diseases which is estimated to have saved over 1 million lives.

    Between 2016 and 2020, the UK is investing £1.44 billion in Gavi. This investment will deliver the Government’s manifesto commitment to immunise 76 million children against vaccine preventable diseases and save 1.4 million lives.

    The Government published the ‘Sporting Future’ strategy last December to support and fund sport and physical activity and the Sport England’s strategy ‘Towards an Active Nation’, published in May, committed to spend at least 25% of their funding on those that are classed as inactive. The Government’s “Cycle to Work” scheme includes an annual tax exemption allowing employers to loan cycles and cyclists’ safety equipment to employees as a tax-free benefit.

    The Government keeps all tax policy under review.

    Restrictions on the sale of fireworks already exist under the Fireworks Regulations 2004 and the Pyrotechnic Articles (Safety) Regulations 2015. The majority of people have a sensible and responsible attitude to fireworks and, on balance, I do not believe that further restrictions on their sale would be necessary or proportionate.
