    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his Turkish counterpart on the treatment of minority religious groups in Turkey.

    We have noted the European Court of Human Rights’ ruling and regularly discuss issues concerning freedom of religion and belief, including those of the Alevi community, with our Turkish interlocutors. We will continue to do so. The Turkish government continues to improve protections for all religious minorities in Turkey. We welcome the continuing implementation of the Law on Foundations which has seen a number of properties returned to minority community foundations or the payment of compensation. As we highlighted to Turkey through the 2015 UN Universal Periodic Review of human rights, we would like to see Turkey implement legislation that increases protection of the rights of persons belonging to all minority religious groups, including the status of their places of worship.

    To ask the Secretary of State for Communities and Local Government, with reference to the Ministry of Justice press release, Prison building revolution announced by Chancellor and Justice Secretary, published on 9 November 2015, what plans the Government has to ensure that redevelopment of prison sites in central London includes an element of social housing.

    Over this Parliament the Government is committed to releasing surplus public sector land with capacity for up to 150,000 homes by 2020. It is for local planning authorities, working with developers, to decide the appropriate level of market and affordable housing for each site having regard to the Local Plan and viability.

    We strongly support the re-use of brownfield land that is suitable for new housing. The Housing and Planning Bill will require local authorities to have a statutory register of brownfield land suitable for housing, improving the availability and transparency of up-to-date information, as part of our ambition that 90% of suitable brownfield sites have planning permission for housing by 2020.

    To ask the Secretary of State for Health, when human papilloma virus vaccinations will be available to men who have sex with men through genito-urinary medicine clinics; and what steps his Department is taking to promote that availability.

    In November 2015, the Joint Committee on Vaccination and Immunisation (JCVI), the expert body that advises the Government on all immunisation matters, advised that a targeted human papillomavirus vaccination programme should be undertaken for men who have sex with men up to 45 years of age who attend genitourinary medicine and HIV clinics. They noted that this should be subject to procurement of the vaccine and delivery of the programme at a cost-effective price.

    The Department is considering the JCVI’s advice and is undertaking a full equality analysis. The Department will confirm its plans in due course.

    To ask Her Majesty’s Government what assessment they have made of the safety of aircraft flying over heavily populated areas of West London, in the light of the laser attacks on aircraft pilots and the possible expansion of Heathrow Airport.

    The UK aviation industry has an excellent safety record and safety is monitored continuously by the Civil Aviation Authority (CAA) as safety regulator. The safety of the public is the first consideration in any decision-making process.

    The CAA has conducted extensive assessments of the risks to aircraft of laser attacks. The CAA Mandatory Occurrence Reports (MORs) provide statistical data on the frequency and geographical location of attacks on UK aircraft. In addition, the data provides details of the rate of reported attacks in relation to the number of aircraft movements at all UK airports including London Heathrow.

    The assessments are supplemented with further enhanced statistical analysis of the MORs by Imperial College London.

    The Government is actively working to draw together a plan to tackle the issues around the sale and misuse of lasers, and to ensure the safety of consumers and aircraft.
