    To ask the Secretary of State for Health, with reference to the Prime Minister’s announcement of 11 January 2016, whether Northern Ireland will receive additional funding for mental health care as a result of the Barnett consequentials of the changes to funding set out in that announcement.

    The additional funding referred to in the Prime Minister’s announcement of 11 January 2016 is part of the Department’s overall Spending Review settlement, as announced in the Autumn Statement on 25 November 2015.

    The Spending Review also set out the block grant allocations for the Devolved Administrations in line with the application of the Barnett Formula to United Kingdom Government spending.

    The actual allocation of public expenditure between the services under the control of the devolved administrations, including health, is for the devolved administrations to determine.

    The Government will publicise the scheme in good time ahead of its introduction through a range of digital and non-digital channels.

    HM Revenue and Customs will also work with the childcare industry and representative groups who interact regularly with parents to raise awareness of the scheme.

    As part of NHS England’s robust assurance process for Local Transformation Plans (LTPs) all local areas were asked to publish their LTP in an accessible format and made widely available to improve transparency. As part of its quarter three monitoring process NHS England has asked that clinical commissioning groups submit the website address on which its LTP has been published. NHS England is currently reviewing that this has happened.

    This is related to the European Commission’s proposal on a revised Dublin Regulation, which was published on 4 May 2016. Given the recent publication of this proposal and the significant amount of detail to consider, we are not in a position to give a clear view on this yet. An Explanatory Memorandum is due to be laid in Parliament in the week commencing 23 May which will include more detail of the government’s initial views. In any case the proposal is subject the UK’s opt-in protocol and we will only opt-in if it is in our national interest to do so.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what support the Government is giving to Egyptian and Italian authorities investigating the murder of Giulio Regeni.

    We were appalled by the murder of Giulio Regeni in Cairo. As soon as we were made aware of reports of Mr Regeni’s disappearance on 25 January, we contacted the Italian government to offer our assistance. Foreign and Commonwealth Office Director-General for Middle East and Africa renewed this offer to the Italian Ambassador to London on 22 April. We continue to offer our full support to Italy. I have raised Mr Regeni’s case with the Egyptian authorities myself, as have senior officials. In these discussions we have underlined the need for a full and transparent investigation. We remain in contact with both the Italian and Egyptian authorities.

    To ask the Secretary of State for Health, what discussions he has had with his European counterparts on measures to tackle avoidable winter deaths.

    Work with European counterparts continues to be seen as an important way of reducing avoidable winter deaths and the building of partnerships and programmes will remain an ongoing focus of effort. For example, Public Health England (PHE) produces the annual cold weather plan for England (CWP) a framework intended to protect the population from harm to health from cold weather. The CWP was developed in consultation with WHO Euro.

    The global disaster risk reduction and seasonal influenza teams at PHE also work with European counterparts to reduce avoidable winter deaths. Key initiatives include engagement with the Disaster Risk Management Knowledge Centre and the flu surveillance network.
