    To ask the Secretary of State for Work and Pensions, whether his Department plans to fund employment schemes that were launched on 26 January 2016 after the UK leaves the EU.

    In his announcement on 13 August the Chancellor guaranteed that structural and investment funds projects, including ESF, signed before the Autumn Statement, would be fully funded. The agreement with the National Offender Management Service is covered by this guarantee. The Chancellor extended the guarantee in his announcement on 3 October. The Chancellor confirmed that the government will guarantee EU funding for structural and investment fund projects, including agri-environment schemes, signed after the Autumn Statement and which continue after we have left the EU provided that these deliver good value for money and are in line with domestic strategic priorities.

    The administration of the European Social Fund in Scotland, Wales and Northern Ireland is the responsibility of the devolved administrations. Where the devolved administrations sign up to structural and investment fund projects under their current EU budget allocation prior to leaving the EU, the government has confirmed that it will ensure they are funded to meet the announced commitments.

    To ask Her Majesty’s Government what assessment they have made of whether the current emphasis by NHS Choices on starchy foods such as potatoes, cereals, pasta, rice and bread products for people with diabetes, or who are pre-diabetic, is based on sufficiently rigorous evidence.

    The Government takes a whole population approach to healthy eating, and therefore does not provide specific dietary advice to individuals with medical needs. It is recommended for anyone with a medical condition in search of dietary advice to consult their local general practitioner or a dietician.

    In July 2015, the Scientific Advisory Committee on Nutrition (SACN) published its report on Carbohydrates and Health, a review of the latest evidence on dietary carbohydrates and health. This included a review of the evidence on incidence of type 2 diabetes as well as a number of pre-diabetic markers and carbohydrate consumption. SACN continue to recommend that total carbohydrate, which includes starchy foods, should provide approximately 50% total dietary energy. They also advised reducing sugar consumption, increasing fibre consumption and minimising consumption of sugars-sweetened drinks. A copy of the report is attached.

    Following publication, advice on what constitutes a healthy balanced diet for the general population, including those with diabetes, was updated on the NHS Choices website reflecting SACN’s recommendations.

    To ask the Secretary of State for Business, Innovation and Skills, what export licences have been granted to UK manufacturers since 2010 to export (a) military and (b) police-related equipment to Israel.

    Information on arms export licences are published as Official Statistics (from January 2015) in the Annual and Quarterly Reports on Strategic Export Controls. These reports contain detailed information on export licences issued, refused or revoked, by destination, including the overall value, type (e.g. Military, Other) and a summary of the items covered by these licences. They are available to view at GOV.UK.

    The most recently published information covers the period until 30 June 2015.

    All export licences are issued in strict accordance with the Consolidated EU and National Arms Export Licensing Criteria.

    To ask the Secretary of State for the Home Department, if she will make it her policy to provide certified copies of identity documents to visa applicants to support their applications to undertake an approved English language test.

    There is no intention to change the current policy with regards to identity checks for Secure English Language Testing (SELT). Photocopies, whether certified or not, are not accepted when a candidate sits a test. Only original and valid documents are acceptable. This will allow test centre staff to confirm that the document is genuine and relates to the individual who is sitting the test.

    The only acceptable forms of identification in the UK are:

    • a passport or travel document;

    • a EU Identity Card;

    • a Biometric Residence Permit.

    Provisions contained in the Small Business, Enterprise and Employment Act 2015 will be commenced on 6 April. These will allow the Registrar of Companies to act in the event of a complaint of this nature about a registered office.

    To ask the Secretary of State for Transport, whether taxi and private hire vehicles require additional licences while working outside their primary licensing authority area.

    Licenced taxi drivers can only work as a taxi (e.g. ply for hire) in the area they are licenced in. They can work as a private hire vehicle (PHV) outside their primary licencing authority. As a PHV though, they can only accept journeys that have been pre-booked.

    Licenced PHV drivers do not need additional licences to pick up a booking elsewhere in the UK, however a PHV operator can only invite and accept bookings within the area the operator is licenced.
