    In conjunction with the Department for Communities and Local Government, the Department for Work and Pensions has recently conducted an evidence-based review of supported accommodation in GB and we expect to publish the report shortly. Alongside this work, as part of our policy review, we will continue to work with and listen to all relevant stakeholders, including the supported housing sector in order to develop a workable and sustainable funding regime.

    This Department is currently leading negotiations on the following legislative proposals:

    • Proposal for a Council Decision on a Union position in the EU – the Republic of Albania Stabilisation Council on the participation of the Republic of Albania as an observer in the European Union Agency for Fundamental Rights’ work and the respective modalities, within the framework of Council Regulation (EC) No 168/2007.
    • Proposal for a Council Decision on a Union position in the EU – the Republic of Serbia Stabilisation Council on the participation of the Republic of Serbia as an observer in the European Union Agency for Fundamental Rights’ work and the respective modalities, within the framework of Council Regulation (EC) No 168/2007.
    • Ongoing consideration of the European Union’s Accession to the European Convention of Human Rights following Opinion 2/13 of the CJEU.

    The following are ongoing negotiations within my department’s remit that the UK does not participate in. My department, however, monitors the negotiations to ensure that these proposals do not negatively impact UK interests.

    • Council Regulation on Jurisdiction, Applicable Law and the Recognition and Enforcement of Decisions in matters of Matrimonial Property Regimes.
    • Council Regulation on Jurisdiction, Applicable Law and the Recognition and Enforcement of Decisions in matters of the Property Consequences of Registered Partnerships.
    • Directive on Provisional Legal Aid for Suspects or Accused persons Deprived of Liberty and Legal Aid in European Arrest Warrant Proceedings.

    The Home Office publish police use of TASER ® X26 statistics annually on GOV.UK. These releases contain statistics on police use of TASER ® X26 from the 43 Home Office police forces in England and Wales up to 2015. Protected diversity characteristics do not form part of this collection. The table below shows total police use of TASER ® X26 across England and Wales since 2012.

    Following the former Chief Constable David Shaw Use of Force Data review, published in July 2016, a new data collection is being implemented by the police which will allow for some protected characteristic data from 2016. We expect the data collected to be published locally by police forces and a sub-set of the data to be included in the mandatory annual data return for forces in 2017/18 for publication as Official Statistics.     Since 2011 Fraud Defence has referred 44 reported suspicions/allegations of corruption/bribery to law enforcement authorities.

    The Ministry of Defence takes allegations of Fraud, Theft, Corruption and Bribery seriously and works hard to detect and deter it. There are robust processes in place to raise awareness of the need for vigilance and we actively encourage individuals to report Fraud, Theft, Corruption and Bribery.

    To ask the Secretary of State for Education, whether the Government plans to increase the number of qualified staff working on early education settings.

    The extended free childcare entitlement for working parents of three- and four-year-olds will provide eligible parents with 30 hours of free childcare per week. The government provides guidance in the Statutory Framework for the Early Years Foundation Stage, which sets out the ratios within which providers must operate. We expect providers to recruit accordingly, and that the market will respond to demand in local areas. The childcare market has proven that it is adaptable as demonstrated by the increase of 230,000 places since 2009. The timetable for implementation of the extended entitlement ensures that the market has time to expand.

    The quality of provision is central to ensuring benefits to children, and the main driver of quality in a setting is its workforce. The qualification levels of the childcare workforce has risen over recent years and we want the sector to continue to attract highly qualified staff with a strong aptitude for working with young children to deliver good quality childcare.

    We are taking steps to improve the process for those training to become Early Years Educators and Early Years Teachers. In 2016, the government will review progression routes within the sector to determine what more can be done to enable good quality staff to maximise their potential and forge a successful career within early years. This will build on existing investments in staff training and development that have brought high performing schools and private, voluntary and independent providers together to share good practice and improve transition into school for young children.

    The Government recognises the value that high-quality, locally produced food has to consumers, communities and the economy. The Great British Food Campaign was launched on 3 November to celebrate the achievements of British food and drink and to ensure that the conditions are right for its quality, creativity and reputation to flourish.

    2016 will be the Year of British Food. It will celebrate the quality and provenance of Britain’s producers, manufacturers, retailers and restaurateurs allowing everyone to benefit from and share the UK’s culinary heritage.

    To ask Mr Chancellor of the Exchequer, what estimate his Department has made of the number of businesses and other organisations in (a) Wiltshire and (b) the UK that will be required to pay the apprenticeship levy.

    The apprenticeship levy will apply across the UK and will be collected from employers on a UK wide basis. An allowance of £15,000 means those with a paybill exceeding £3million will have to pay the levy.

    Regional level estimates of those likely to pay the Apprenticeship Levy is not available.
