    There is no alcohol duty payable on exported Scotch Whisky.

    The government is committed to supporting the Scotch Whisky industry. The duty on spirits was cut at March Budget 2015 and, to continue this support, Budget 2016 announced a duty freeze for spirits this year.

    To ask Her Majesty’s Government what steps they are taking to ensure that women in safe houses and refuges who need to keep their address anonymous are not prevented from voting.

    Electors who need to keep their name and address anonymous are able to submit an application for anonymous registration. As part of their application, electors must satisfy the Electoral Registration Officer that their safety, or that of people they live with, would be at risk if the register contained their name and address. For this purpose electors must provide either a court order or an attestation by a “qualifying officer”, which includes senior police officers and chief social workers. The evidential threshold for applications for anonymous electoral registration is to ensure that it is available only to those whose personal safety would genuinely be at risk if their details appeared on the electoral register, rather than for the purpose of gaining additional privacy.

    There are 40 schemes in the West Midlands in the infrastructure pipeline, with a total value of £7.6 billion. These include the £18m Midland Metro tram extension to Wolverhampton, due to open in 2019. Over 300 infrastructure schemes have been delivered in the West Midlands since 2010. HS2 Phase 1, due to open in 2026, will cut journey times between London and Birmingham by 35 minutes.

    To ask Her Majesty’s Government how many UK troops will be deployed to the UN Mission in Sudan and South Sudan; what is the timeline for their deployment; and what will be the distribution of their roles and responsibilities.

    At the UN General Assembly in September, the Prime Minister offered increased UK military support to UN peacekeeping activity in Africa. This offer includes episodic deployment of up to three hundred personnel to conduct key tasks to support the UN Mission in South Sudan (UNMISS). Indicative tasks might include engineering, combat and advisory support. Planning is in hand now, in consultation with the UN, to determine the precise requirements and how we may best respond. We expect to deploy the first troops in mid-2016. We currently have three personnel deployed to UNMISS; two at the Force Headquarters in the capital, Juba, and one at Malakal, in the north of the country. UK has no plans to deploy troops to the UN (and African Union) Missions in Sudan.

    To ask the Secretary of State for Health, what discussions his Department has had with clinical bodies on the approach in the NHS to prescribing Ritalin for children with ADHD.

    It is not appropriate for the Department of Health to be involved in operational decisions relating to the prescribing of methylphenidate (for which Ritalin is a trade name) in the treatment of Attention Deficit Hyperactivity Disorder. That is a matter for the National Institute for Health and Care Excellence, which is currently revising guidance on the use of methylphenidate and will be consulting widely on that new guidance which is expected in 2018.

    Provision of traffic lights is the responsibility of the local traffic authority, in this case Telford and Wrekin Council. It is for them to decide if lights are required at junctions on their network, taking into account local circumstances such as accident records, traffic flows and road layout. The Department does not intervene in local matters such as this.

    The Department recommends local authorities regularly review sites to ensure the use of signal control is still appropriate, revising timings as needed and removing signals where possible.
