    To ask the Secretary of State for Foreign and Commonwealth Affairs, what outcomes the Government expects from the recent and planned strategic dialogue with the government of Sudan.

    In order to maximise our ability to persuade all parties to the conflicts in Sudan to end the fighting and allow the Sudanese people the security and development they deserve, we need to have a greater level of direct engagement with the Government of Sudan. The Strategic Dialogue process provides a necessary platform for us to do this, exploring possibilities for cooperation on a wide range of UK interests where our aims align, as well as an avenue to raise concerns.

    In June 2013, DCLG issued ‘Guidance to Local Councils on Good Practice in the Collection of Council Tax Arrears’. The document (attached) provides guidance to local authorities on enforcement and clearly sets out the Government’s position. It is available at:

    To ask Her Majesty’s Government, further to the Written Answer by Baroness Anelay of St Johns on 22 January (HL4827), what assessment they have made of the capacity of the United Nations Special Advisers on the Prevention of Genocide and on the Responsibility to Protect, to investigate and bring to justice those responsible for genocide against Yazidis and Christians.

    The role of the UN Office of the UN Special Adviser on the Prevention of Genocide is to raise awareness of the causes and dynamics of genocide, to alert relevant actors where there is a risk of genocide, and to advocate and mobilise for appropriate action. The role of the Special Adviser on the Responsibility to Protect is to lead the conceptual, political, institutional and operational development of the Responsibility to Protect. They are not mandated to carry out criminal/judicial investigations, and therefore the British Government has made no assessment of their capacity to do so.

    We are pleased the court confirmed that the Lord Chancellor did have the power to set domestic violence evidence requirements. We are now carefully considering the judgment as we decide how best to respond to the court’s concerns. We are determined to make sure victims of domestic violence can get legal aid whenever they need it.

    From 1 April 2016, the rate of pay will be increased to the 2016 Living Wage Foundation rates.

    I was saddened to learn of the deaths of 5 civilians last week in Northern Kashmir, and I extend my condolences to their families. I have not discussed this issue with the Indian Government or with other Commonwealth Countries, but I am aware that the State Government and the Army are both looking into these incidents.

    To ask Her Majesty’s Government what assessment they have made of the likely efficacy of international financial assistance to the government of Zimbabwe in the light of the decision by the Reserve Bank to start issuing bond notes.

    If Zimbabwe clears its arrears to the International Financial Institutions, any future financing would need to be based on comprehensive reforms and a firm commitment to sound macroeconomic management. The UK shares concerns that the introduction of bond notes could be damaging to confidence in the Zimbabwean economy, if not managed appropriately by the Government of Zimbabwe.

    There have been no new forecasts made for tax revenue since the EU referendum. The independent Office for Budget Responsibility will produce an updated forecast for receipts revenues (Public Sector Current Receipts) at the Autumn Statement later this year.
