Dan Jarvis – 2016 Parliamentary Question to the Department for Communities and Local Government

The below Parliamentary question was asked by Dan Jarvis on 2016-03-07.

To ask the Secretary of State for Communities and Local Government, whether he plans to introduce annual early-intervention top-ups for local authorities after the revenue support grant has been phased out.

    Mr Marcus Jones

My rt. hon. Friend, the Chancellor of the Exchequer (George Osborne) announced that by the end of this Parliament, local government will retain 100% of its business rates. As part of this, existing central government grants to local government, such as Revenue Support Grant, will be phased out and councils will be given new responsibilities and greater powers to shape their local areas.

We have lots of work to do over the coming months to work out the details on this new system, including how to manage the risk to local authorities of changes in their local tax income. We will, therefore, be consulting widely with colleagues and with local government on this as we move towards implementation.

To ask the Secretary of State for Justice, how many and what proportion of offenders were (a) remanded in custody and (b) released on court bail after being charged with an offence of (i) common assault, (ii) actual bodily harm, (iii) grievous bodily harm and (iv) assault in the latest year for which information is available.

    Mike Penning

The number of defendants remanded in custody and released on court bail, at magistrates’ courts and at the Crown Court, for the offences listed, in 2015, can be found in the prosecutions, convictions and remands data tool, at the link below:

    https://www.gov.uk/government/statistics/criminal-justice-system-statistics-quarterly-december-2015

Aggregate remand figures (i.e. across both courts) cannot be provided because defendants committed to the Crown Court have separate remand decisions in both the magistrates’ and Crown courts. Defendants who have a remand decision made at both the Crown Court and magistrates’ court would be counted twice in totals.

To ask the Secretary of State for Defence, how many members of the Afghan army have been trained by British servicemen since 2001.

    Penny Mordaunt

Since 2001, alongside NATO partners, the UK has played an important role in developing the 350,000 strong Afghan National Security Forces through a range of training, mentoring and advisory activities.

During Operation HERRICK (2002-2014) UK Armed Forces personnel mentored and advised 3rd Brigade, 215 Corps of the Afghan National Army in Helmand. During this time, UK forces partnered Afghan personnel on operations, allowing them to learn from experience and enabling them, over time, to take the lead for operations themselves. The UK also supported the development of Afghan military instructors.

Since the end of 2014, as part of Operation TORAL, the UK has mentored and advised the Afghan instructors at the Afghan National Army Officer Academy (ANAOA) in Kabul. Up to 1140 Afghan cadets can be enrolled at ANAOA each year.

At present as part of wider NATO activity, the UK also has a small team deployed to Helmand to further assist the development of 215 Corps.

  • Ruth Cadbury – 2016 Parliamentary Question to the Department for Education

The below Parliamentary question was asked by Ruth Cadbury on 2016-02-19.

To ask the Secretary of State for Education, what steps she is taking to ensure that charities or other civil society organisations who wish to object to the admission arrangements of a school can do so on behalf of parents local to that school.

    Nick Gibb

The Department’s proposed changes in relation to objections are designed to ensure that the Schools Adjudicator is able to focus on the concerns parents may have about the fairness of the admission arrangements of their local school and is not held up by the need also to consider objections referred by interest groups from outside the area. Local authorities will continue to have the right to object so that they are able to act on behalf of the local community.

We will be conducting a full public consultation in due course and will give careful consideration to all the views expressed in that consultation.
