    To ask the Secretary of State for Health, what account will be taken of NICE’s clinical guidelines on levels of patient access in setting the budgets devolved by NHS England to clinical commissioning groups for obesity surgery from April 2016.

    NHS England would expect commissioners to take account of this guidance when commissioning services.

    Any transfer of budget from NHS England to devolved areas will be on the basis of existing contractual activity.

    Before the transfer of services, NHS England will complete a data capture exercise, working with providers through the specialised commissioning hubs, to collect the current activity level. This will provide the basis for the transfer of the budget. Governance sign off will then be agreed at NHS England Board level.

    The government was elected with a mandate to reform and modernise the UK Human Rights Framework. We will engage fully with the devolved administrations, as well as with the public, legal, academic and civil society stakeholders across all of the UK, in the development of this work.

    The employment rates for disabled and non-disabled people are monitored quarterly, based on the Labour Force Survey which is conducted by the Office for National Statistics.

    The disability employment gap can be derived by subtracting the employment rate of disabled people from the employment rate of non-disabled people.

    To ask the Secretary of State for Defence, pursuant to the Answer of 22 February 2016 to Question 26719, how many civilian staff posts have been removed to date as a result of (a) the Army 2020 plan and (b) outsourcing logistics to Leidos; and how many such posts are subject to planned reductions over the remaining course of each such programme.

    The Civilian Structures Project (CSP) was established to align the civilian workforce structure with Army 2020 changes; under this programme, 577 civilian posts have been removed to date. The Army is currently undertaking a study to establish the necessary refinements to Army 2020 capability and structures to meet the requirements of the Strategic Defence and Security Review. Further work on CSP is on hold while this study is conducted.

    In August 2015, 1,130 civilian posts transferred to the Delivery Partner, Team Leidos, under Transfer of Undertaking Protection of Employment (TUPE). Future staffing levels are a matter for Team Leidos.

    To ask the Secretary of State for Education, what steps are being taken to increase the numbers of primary and secondary school places in Dartford.

    Supporting local authorities to ensure sufficient school places in their area is one of this Government’s top priorities. That’s why we’ve committed to investing £7 billion in new school places up to 2021, which along with our investment in the free schools programme we expect to deliver 600,000 new places.

    Kent County Council, which is responsible for school places in Dartford, received £115 million in basic need funding between 2011 and 2015, helping to create nearly 17,000 new places between 2010 and 2015. Of these, around 8,700 were primary places and around 8,200 were secondary. Kent has also been allocated £144 million to create the additional places required by September 2019.
