    To ask the Secretary of State for Health, what steps he is taking to reduce the waiting time to receive an electric wheelchair through NHS Wheelchair Services after being determined eligible to receive one.

    No data is currently available in relation to waiting times for wheelchairs for 2014-15. A new national data collection has been introduced (from July 2015) to all clinical commissioning groups to allow for transparency and benchmarking their services. Data has so far been published for quarter 2 and quarter 3 2015/16. However, this is a new collection and does not yet provide an opportunity to draw national or regional comparisons.

    The new dataset is part of the work that NHS England is taking forward in partnership with service users, carers and others to lay the foundations for improvement across the country. A tariff for wheelchairs will enable commissioners to move away from simple contracts, and so increase efficiency and better align resources with service users’ needs; support and resources for clinical commissioning groups will help them improve their commissioning of wheelchair services.

    All disbursements listed on the Development Tracker for the programme entitled ‘Norwegian Refugee Council (NRC): Legal Assistance to prevent demolitions and displacement in the OPTs’ have been made directly to the NRC, which is the supplier for this programme. Due to a technical issue inherent in the Development Tracker management information system, some supplier names appear as withheld when in fact they should be published. Our central management information team is working on a solution to this problem.

    The UK is required to transpose the EU Directive 2015/413 on the Cross Border Exchange of Information on Road Safety Related Traffic Offences by 6 May 2017. Work is currently underway to implement the relevant legal changes by this date. Explanatory notes will accompany the secondary legislation implementing the data sharing requirements and these will be made public when the legislation is tabled.

    We have not raised this specific issue with the Israeli authorities. However, our Ambassador in Tel Aviv regularly raises UK concerns over the use of force, including lethal force, most recently on 19 November with the Israeli Minister for Strategic Affairs and Public Security. Officials from our Embassy in Tel Aviv also raised the issue of force with the Head of the Civil Department of the Israeli Office for the Coordination of Government Activities in the Territories (COGAT) Civil Department, on 24 November and the Israeli National Security Council on 18 November.

    As part of our commitment to providing next-generation battlefield intelligence capabilities to the UK Armed Forces, the Ministry of Defence is planning to contract for the demonstration of two Zephyr Unmanned Aerial Vehicles. This contract will allow the UK to understand whether Zephyr can fulfil the requirement for a high-altitude persistent surveillance capability, as announced in the 2015 Strategic Defence and Security Review.

    The £10.6 million contract, due to be signed imminently with Airbus Defence and Space, is for an operational concept demonstration rather than individual platforms, so unit costs are not held. Furthermore, as the Zephyr demonstrators will not be in-service, they will not be based at a particular location and there will be no related support or through-life costs.

    Tests are due to take place in 2017 to assess Zephyr’s capabilities and explore its potential.

    Cleaning services within the Wales Office are undertaken by outsourced providers under Ministry of Justice contracts.

    Rates of pay for cleaners are determined by their respective employers and not held by the Wales Office or Ministry of Justice.

    All employers are obligated to pay at least the National Minimum Wage and the new National Living Wage from April 2016.

    To ask the Secretary of State for Health, how many clinical commissioning groups and local authorities are jointly commissioning children’s palliative care as set out in the Children and Families Act 2014.

    The Department does not collect information centrally on commissioning of children’s palliative care by clinical commissioning groups. Clinical commissioning groups have responsibility for ensuring that they are meeting the needs of those requiring children’s palliative care services, considering the full range of local provision, both statutory and voluntary sectors and the wishes of children and young people and their families.

    The Children and Families Act 2014 requires joint commissioning arrangements between local authorities in England and their partner commissioning bodies for children and young people with special educational need and disability. It does not require clinical commissioning groups and local authorities to jointly commission children’s palliative care.
