    To ask the Secretary of State for Work and Pensions, pursuant to the Answer of 12 May 2016 to Question 36891, whether it is his Department’s policy to retain a Jobcentre Plus in Fylde; and for what reasons officials in his Department did not inform the hon. Member for Fylde of his Department’s plans to redevelop the Jobcentre Plus at Westmoreland House in Lytham St. Annes.

    The department is in the process of reviewing all of its estates requirements as the current contract for most of the estate comes to an end on 31 March 2018.

    As building contracts come to an end landlords may explore what options are available to them, including making planning applications. In many cases this will be a sensible commercial decision even if the landlord intends on continuing to let their property to DWP.

    In this case the landlord of Westmorland House has acted independently of DWP in applying for planning permission. No decision has been made on the future of this Jobcentre Plus.

    Commercial negotiations are underway on the entirety of our estate at this time and it is not appropriate to comment further on individual sites while negotiations are in progress.

    Proposals to improve flood defences are made by Defra and its agencies on the basis of the economic benefits, which are assessed in terms of the potential flood damages avoided, the current level of risk and the number homes that would be better protected by the scheme.

    Defra is working closely with Border Force to agree a framework for co-operation to ensure the effective enforcement of legislation relating to biosecurity risks, including the illegal importation of animals.

    My officials have advised Border Force that we will be seeking their support in planned discussions with the Animal and Plant Health Agency and local authorities to explore ways in which we can improve enforcement of these controls at the border.

    To ask the Secretary of State for Education, what estimate her Department has made of the number of schools which have restricted the school trips which children with autism spectrum disorder can attend in each of the last five years.

    The Department does not collect data on schools which have restricted the school trips that children with autism can attend.

    Public sector bodies, including maintained schools, are covered by the public sector equality duty under the Equality Act 2010. When carrying out their functions they must have regard to the need to eliminate discrimination, promote equality of opportunity and foster good relations between disabled and non-disabled children and young people. This duty is anticipatory, which means that schools must take into account the needs of disabled pupils, such as those with autism, when planning school trips and other events.

    The Special Educational Needs and Disability Code of Practice: 0-25 emphasises that school leaders should establish and maintain a culture of high expectations that expects those working with children and young people with SEN or disabilities to include them in all the opportunities available to other children and young people so that they can achieve well. This would include opportunities to socialise and attend external school trips.

    If parents believe that a school has discriminated against their autistic child in planning school trips, they can make a claim for disability discrimination to the First-tier Tribunal.

    In his speech on 9 May, the Prime Minister was clear that the UK will be stronger, safer and better off by remaining a member of the EU. If the UK were to leave the EU, the withdrawal negotiation would need to address a wide range of difficult issues, including co-operation on foreign policy.
