    To ask Her Majesty’s Government whether the running costs of existing and future fluoridation schemes will continue to be funded when the ring-fenced public health grant is removed; and if so, how.

    Since April 2013 Public Health England (PHE), on behalf of the Secretary of State, has recovered the operational costs of water fluoridation from local authorities served by these arrangements. The Secretary of State is required to meet the reasonable fluoridation capital and operating costs incurred by water undertakers in England and has the power to require local authorities to make payments to the Secretary of State to meet any such costs he has incurred. There are no proposed changes to the legislation affecting these arrangements.

    Funding arrangements for the capital costs of new fluoridation schemes in England will need to be agreed between local authorities and PHE, on behalf of the Secretary of State, as part of the preparatory work before the scheme can commence.

    The Department for Transport, as a founding member of Euro NCAP, continues to take a keen interest in the organisation through membership of the Board of Directors.

    Euro NCAP has regularly updated the assessment criteria to reflect new technologies and improved designs. As such it has been fundamental to improving road safety of new cars in the UK and the organisation provides a valuable source of information to UK consumers which the government fully supports.

    Counter-terrorism is an area on which we are keen to work closely with the Maldivian Government. I discussed this with representatives of the Government, including President Yameen, during my visit to the Maldives in January 2016. Most recently, in April 2016, a group of Maldivian police officers visited the UK to discuss further cooperation.

    The UK has a long established higher education system that supports, and attracts, the brightest minds, at all stages of their careers.

    Existing rules on EU and other EEA students remain in force. Future arrangements for EU students wishing to study in the UK will need to be considered as part of wider discussions about the UK’s relationship with the EU.

    Responsibility for commissioning public health services for children from 0-19 now lies with local authorities. This affords the opportunity to commission based on local need and recognises that local government is best placed to identify the needs of their populations and to influence many of the wider factors that affect health and wellbeing.

    The Department launched Childhood Obesity: A Plan for Action in August this year. The plan focuses on actions that are likely to have the biggest impact on reducing childhood obesity and maintaining a healthy weight. Physical activity is a key strand of the plan and, from September 2017, we will double the Primary Physical Education and Sport Premium funding to £320 million. A copy of the plan is attached.
