    To ask Her Majesty’s Government how many times the joint central and local government working group referred to in paragraph 3.3 of their response to the consultation on reforming support for failed asylum seekers and other illegal migrants has met, and whether they will publish the minutes of that group’s meetings.

    The working group has so far met on two occasions, on 10 September and 6 October. Formal minutes of these meetings were not taken. It is anticipated that a further meeting of the working group will be held shortly.

    To ask the Secretary of State for International Development, what progress her Department has made on achieving the goals of the Global Polio Eradication Initiative.

    The UK Government is fully committed to global polio eradication and is the third largest donor to the Global Polio Eradication Initiative, providing £300 million for 2013 to 2019.

    UK funding has contributed, as part of the Global Polio Eradication Initiative, to a greater than 99% decrease in polio cases since 1988, with no cases reported in Africa for over a year. Only two countries, Pakistan and Afghanistan, are now reporting cases of wild polio, meaning we are now closer than ever to global eradication.

    To ask the Secretary of State for Communities and Local Government, what steps his Department is taking to support Help to Buy applicants whose new build completion has been delayed.

    Current arrangements provide substantial support to Help to Buy purchasers in these circumstances. As with any new build sale, the house builder and purchaser, after exchange of contracts, have a binding contract that will specify arrangements for legal completion. As such, if there are delays to completion, the purchaser should speak to their conveyancer. The Help to Buy scheme specifies that house builders must include a completion date at the point they make a claim to the Homes and Communities Agency for the Help to Buy funding to assist the purchase. If the completion date is subsequently delayed the Agency can seek to reclaim or withhold the funding from the builder if there is very little prospect of ever achieving purchaser legal completion within a reasonable time frame.

    The Electoral Commission is expected to publish its assessment of the completeness and accuracy of the first full electoral registers under IER this summer. We expect this will provide a breakdown for England, Scotland and Wales but not for each local authority.

    The Government committed to develop a workforce strategy in 2016. We want to continue to attract quality staff into the early years, and to support those already working in the sector to progress, which is why we are reviewing career progression routes. We want to understand what improvements can be made to help more staff reach their potential and forge a successful career in the early years.

    We began discussions with a range of stakeholders in the sector earlier this year on the elements of a workforce strategy, and we are continuing to speak to stakeholders as we develop the strategy further. We plan to communicate an update to the sector on the workforce strategy in the coming months.

    To ask the Secretary of State for the Home Department, what steps her Department is taking to reduce the time taken to process applications related to refugee family reunion.

    Customer service is a key priority for UK Visas and Immigration, and the efficiency and effectiveness of the visa application process is kept under regular review, including by the Independent Chief Inspector of Borders and Immigration. The published service standard for resolving refugee family reunion applications is within 12 weeks, or 60 working days.

    Where an application is complex and likely to take longer than the advertised processing times, UKVI will contact the applicant to inform them of this.

    Notes:

    1. Finished admission episode

    A finished admission episode (FAE) is the first period of inpatient care under one consultant within one healthcare provider. FAEs are counted against the year or month in which the admission episode finishes. Admissions do not represent the number of inpatients, as a person may have more than one admission within the period.

    2. Primary diagnosis

    The primary diagnosis is the first of up to 20 (14 from 2002-03 to 2006-07 and 7 prior to 2002-03) diagnosis fields in the Hospital Episode Statistics (HES) data set and provides the main reason why the patient was admitted to hospital.

    3. ICD-10 Codes

    The following ICD-10 codes were used to identify frostbite:

    T33 Superficial frostbite

    T34 Frostbite with tissue necrosis

    T35 Frostbite involving multiple body regions and unspecified frostbite

    4. Parliamentary constituency of residence

    The parliamentary constituency containing the patient’s normal home address. This does not necessarily reflect where the patient was treated as they may have travelled to another parliamentary constituency for treatment. This field is only available from 2009-10 onwards.

    5. Area Team of residence

    The area team containing the patient’s normal home address. This does not necessarily reflect where the patient was treated as they may have travelled to another area for treatment.

    6. Assessing growth through time (Inpatients)

    HES figures are available from 1989-90 onwards. Changes to the figures over time need to be interpreted in the context of improvements in data quality and coverage (particularly in earlier years), improvements in coverage of independent sector activity (particularly from 2006-07) and changes in NHS practice. For example, changes in activity may be due to changes in the provision of care.
