    National Health Service hospital treatment is free to those people who are ordinarily resident in the United Kingdom, or those exempt from charge under the NHS (Charges to Overseas Visitors) Regulations 2015, as amended. Anyone else should present a European Health Insurance Card, S1 or S2 form or pay direct for their NHS care. Those who need care and treatment urgently will still receive it even if they are chargeable and cannot pay straight away.

    Watchkeeper is expected to achieve full operating capability in the second quarter of 2017.

    The original cost estimate for the development and delivery of Watchkeeper to full operating capability, at the time of Main Gate approval in 2005, was £847 million.

    My Department has had discussions with the London Legacy Development Corporation (LLDC) about papers, prepared by the LLDC, for the Competition Directorate General of the European Commission. These papers explained the contractual arrangements relating to West Ham United Football Club’s use of the Olympic Stadium.

    I can confirm that the Commission considered these papers and reached a preliminary assessment that the contractual arrangements did not involve state aid and decided not to pursue their investigation any further.

    To ask the Secretary of State for Transport, what information his Department holds on the relationship between the bus service operators grant and the cost of bus fares.

    We have been reviewing the Bus Service Operators Grant scheme in recent years with a view to improving its effectiveness in supporting bus services. In their assessment of the impact of any changes in policy associated with the Bus Service Operators’ Grant, departmental economists normally assume operators pass subsidy received on to passengers 50% through lower fares and 50% through increased service levels. Under these assumptions, they estimate that BSOG has the impact of keeping fares 3% lower than they would be in its absence in England outside of London.

    To ask Her Majesty’s Government, further to the remarks by the Minister of State for the Department for International Development, Desmond Swayne, on 16 March (HC Deb, col 937), what assessment they have made of measures required to confer on the International Criminal Court jurisdiction over crimes committed by Daesh in Syria and Iraq.

    The International Criminal Court (ICC) Prosecutor has set out some of the complicated issues involved in the ICC investigating Daesh in her press statement of 8 April 2015. As neither Iraq nor Syria are State Parties to the Rome Statute, the ICC has no territorial jurisdiction over crimes committed on their soil. In order for Daesh’s crimes to be investigated by the ICC, Iraq and Syria would have to declare their acceptance of the Court’s jurisdiction, or the UN Security Council could refer the situation to the Court.
