    No estimate of value has been made as there were no reported losses or thefts of stationery from the Department in the last five fiscal years.

    To ask the Secretary of State for Health, what support is offered to families with children suffering from life-limiting or life-threatening conditions in England.

    Information is not held centrally on how many children in England required 24-hour care due to life-limiting or life-threatening conditions in 2014-15. The local clinical commissioning groups (CCGs) do not collect information for the North East and Sunderland.

    CCGs (and in the case of specialised services, NHS England), will commission a range of care to support children with life-limiting and life-threatening conditions, including paediatric care, and community-based nursing. A child with a life-limiting condition may be eligible for a package of continuing care, where their needs are such that they require clinical care in addition to that routinely commissioned. This might include one-to-one support. NHS England also allocates an annual grant of £11 million to children’s hospices to support their provision of palliative and respite care.

    Children and young people with complex needs may also be eligible for local authority-commissioned social care to support living, short-breaks, and special educational support, where they have a special educational need.

    To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking to encourage manufacturers to introduce resource and energy efficiency measures.

    The Government’s top priority is to continue creating a highly competitive business environment that makes the UK an attractive location for new manufacturing investment in sustainable processes. We are protecting spending on innovation and the cutting-edge smart manufacturing technologies that will encourage digital, virtual, resource-efficient factories in the future. The High Value Manufacturing Catapult has skills, expertise and equipment available to help partner companies improve the efficiency and sustainability of their processes. As part of Autumn Statement 2015, my Rt Hon Friend the Chancellor of the Exchequer announced that funding to the nine existing Catapults would increase in real terms over the Spending Review period ensuring the UK remains a world leader in high-value manufacturing.

    In addition, we are taking into account UK business opportunities during negotiations on the EU Circular Economy proposals which include aims to improve business sustainability, resource and energy efficiency.

    At the Summer Budget 2015, the Chancellor announced a review of the business energy efficiency tax landscape and Government launched a consultation in September. The consultation set out proposals for delivering a simpler and more stable environment for business that will reduce administrative costs and improve incentives to invest in energy efficiency. This will help increase the productivity of UK businesses, save carbon emissions and ensure secure energy supplies. The Government is currently considering all consultation responses and is likely to publish its formal response at Budget 2016.

    I would be delighted to receive further representations from the Manufacturing Commission on their recent Industrial Evolution report.

    So far representations have been made by 93 individuals and 16 housing providers about the proposed change of social sector housing benefit to the level of local housing allowance.

    DWP Ministers and officials will continue to have meetings with a wide variety of organisations in the public and private sectors as part of the process of policy development and delivery.

    The Access to Medical Treatments (Innovations) Bill, which has passed through all Parliamentary stages and is awaiting Royal Assent, provides a power to the Secretary of State for Health to direct the Health and Social Care Information Centre to; design, build and operate a database of innovative medicines which clinicians may wish to consider helping their patients gain access to, which will be implemented using internationally standardised medical coding.

    To ask Her Majesty’s Government what is their assessment of Coperforma’s management of patient transport in Sussex.

    We are advised by NHS England that four organisations including Coperforma completed the Pre-Qualifying Questionnaire (PQQ) in order to submit their bid for the contract and of these the South East Coast Ambulance Service NHS Foundation Trust, Arriva Transport Solutions Ltd and Coperforma Ltd were assessed as passing the PQQ. An Invitation to Tender was issued to all three organisations on 3 August 2015.

    NHS England advises that Coperforma’s bid was evaluated in line with criteria published at the start of the process by a group of subject matter experts, clinicians and patient representatives and the bid was assessed as demonstrating a comprehensive response. The award of the contract to Coperforma was approved by all seven Sussex Clinical Commissioning Groups (CCGs).

    We understand that the lead commissioner, High Weald Lewes Havens CCG, awarded Coperforma the non-emergency Patient Transport Service (PTS) contract for Sussex, which commenced on 1 April 2016. The CCG acknowledges that early performance of the new non-emergency Sussex PTS has not been acceptable.

    For this reason High Weald Lewes Havens CCG, on behalf of all seven Sussex CCGs, has begun an inquiry with an aim for a report to be available for review by June 2016 with interim progress reports.

    To ask Her Majesty’s Government what assessment they have made of the risk that changes to the cost effectiveness threshold for vaccines as proposed by the Cost Effectiveness Methodology for Immunisation Programmes and Procurements working group would lead to England being restricted from paying for some new vaccines when compared to other health economies in Europe, and people in the UK receiving fewer innovative vaccines.

    The Government expects to receive the Cost Effectiveness Methodology for Immunisation Programmes and Procurement report shortly and will consider its recommendations once received. Until then, it would not be appropriate to speculate on possible recommendations or the impact they might have. We are committed to publishing their report. We will decide when to publish, and whether to consult, once we have had time to consider the report.

    There is a dedicated, ring-fenced, fund for Network Rail’s work to improve and close level crossings. As is usual, the Department’s work on the policy underpinning the level crossing reform programme forms part of a larger budget for railway safety and wider issues and is not therefore separately identifiable.

    One of the key objectives of the Alliances for 2016/17 is to create and agree a delivery plan for the Cancer Strategy locally, based on outcomes and evidence based best practice care pathways.
