    To ask the Secretary of State for Education, how many special needs schools offer (a) before-school care, (b) after-school care and (c) both before and after-school care in England; and what proportion of special needs schools each of those numbers represents.

    This data was collected for the first time in the January 2016 school census. Later this year we will update the school performance tables and plan to publish alongside them information about all schools’ childcare provision including breakfast clubs. This will include information on all state funded and non-maintained special schools.

    The application deadline for Countryside Stewardship multi-annual agreements is 30 September. Natural England will be looking to make offers to all successful applicants before the Autumn Statement.

    To ask the Secretary of State for Health, what plans he has to ensure that public consultations on local NHS changes involve patients and the public.

    National Health Service bodies have a statutory duty to engage with patients and the public about service change. Principles for service change are enshrined in the four reconfiguration tests as mandated by the government to NHS England. All local reconfiguration plans should satisfy these tests which are: (i) strengthened public and patient engagements, (ii) support from GP commissioners, (iii) clarity on the clinical evidence base and (iv) support for patient choice.

    NHS England guidance on service change states that “effective involvement means being open and transparent about proposals enabling local stakeholders to have the opportunity to influence change.”[1]

    To ask Her Majesty’s Government what assessment they have made of the suitability of the current range of vocational qualifications offered to those serving prison sentences in England and Wales.

    The Secretary of State for Justice announced on 8th September a review of the quality of education in prisons, chaired by Dame Sally Coates. The review will examine the scope, quality and effectiveness of current provision. It will consider the scope and range of the current curricula and identify the most effective teaching and delivery models. Stakeholders are being consulted and a Call for Evidence has been issued. The review is expected to report in the spring of 2016. A copy of the terms of reference can be found at gov.uk

    The Welsh Government provides prison education funding to NOMS in Wales to commission services and these are aligned to the Welsh Government’s learning and skills outcome requirements. Vocational courses represent more than 80% of the prisoner education in prisons in Wales and take account of offender needs and labour market information to increase prisoners’ employment opportunities on release.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what representations he has made to the Palestinian Authority on reports of senior official Jibril Rajoub praising terror attacks against Israelis.

    We absolutely condemn the glorification of terrorism and all incitement to commit violence, whichever side it comes from, and we will seek to raise this specific issue with the Palestinian Authority in the near future. Since the start of the current violence we have spoken regularly to both the Israeli government and the Palestinian Authority, urging them to use their influence to de-escalate the tensions. We regularly raise incitement with the Palestinian Authority, and have urged key figures to encourage calm and condemn violence. We continue to support the reinstatement of the Tripartite Committee as the appropriate channel to deal with allegations of incitement from either side.

    Costs are being incurred by the Official Receiver who is currently delivering a safe and secure liquidation of SSI. The Government is providing the Official Receiver with an indemnity to ensure he is able to deliver that safe liquidation of SSI and the net costs will be clearer at the end of that process.

    To ask Mr Chancellor of the Exchequer, what progress his Department has made on its studies of the steps taken by the utilities airlines and other industries in response to falling oil and gas prices; and whether the conclusions of those studies will be published.

    The Treasury has engaged with industry to stress the importance of passing through wholesale cost reductions to consumers. The Treasury has produced internal studies to examine how far and how quickly the benefits of oil and price falls were fed through to consumers. We are pleased that recently the six major energy suppliers have announced cuts in their tariffs – it’s a good start but there’s more to do. The Government looks forward to the Provisional decision on remedies of the Competition and Markets Authority, due this month, and continues to monitor developments closely.

    The Department assesses the impact of all proposed measures before laying legislation using standard government methodology. These assessments are set out in Impact Assessments which are scrutinised by the Regulatory Policy Committee before publication alongside the Statutory Instrument. Impact Assessments include a thorough analysis of the costs, benefits and risks associated with policy options.

    A number of the tobacco measures contain commitments to further review the impact of the legislation within five years of them coming into force.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment his Department has made of the effectiveness of efforts by the Nigerian government to tackle Boko Haram.

    We welcome the successes achieved by the Nigerian armed forces against Boko Haram, which have resulted in the group being pushed out of key towns in North East Nigeria. However, Boko Haram continues to present a serious threat to security in North East Nigeria and the wider region.

    The United Kingdom is providing a substantial and increasing package of military, intelligence, development and humanitarian support to help Nigeria and the region in the fight against Boko Haram. We support Nigeria’s plans to host a high-level Regional Security Summit in Abuja in May. This will bring together regional leaders and international partners, including the United Kingdom, to reaffirm their shared commitment to the fight against Boko Haram.
