    To ask the Secretary of State for Business, Innovation and Skills, how he plans to modify the outcome area reviews of post-16 education and training to take account of equality impact assessments available only after a review has concluded.

    The Government will produce an evaluation of the area review programme and its potential to impact on groups protected by the Equality Act 2010.

    The Joint Area Review Delivery Unit, which supports the individual reviews, will work with the local steering groups overseeing the reviews to make sure that equality issues are considered in each review.

    The reviews do not, however, mandate action. Colleges are independent corporations and it will be for each college’s governing body to assess the potential impact on groups protected by the Act, as part of its decision to accept or reject any recommendation requiring a change to their provision. This does not therefore require a modification of the outcomes of a review.

    To ask the Secretary of State for Transport, what assessment he has made of the effect that a possible Heathrow Airport expansion will have on UK industry.

    The Airports Commission shortlisted three airport expansion schemes, two at Heathrow and one at Gatwick. The Government accepted the Commission’s shortlist in December 2015 and is considering all of the evidence very carefully before reaching a view on its preferred scheme. The Government is not providing a running commentary on this work before an announcement on its preference.

    The 2016 Budget announced that government would develop options for an authoritative address register that is open and freely available. It is critical that we make wider use of more precise address data and ensure it is frequently updated to unlock opportunities for innovation.

    Since the Budget, officials from across government have been exploring a range of potential options for the creation of an Open Address Register and I will look to update the House once this work has been concluded.

    To ask Her Majesty’s Government, in the light of Amnesty International’s report highlighting an increase in the number of political prisoners in Burma, what steps they are taking to raise the cases of those prisoners, and to promote the rule of law and the need for reform to meet proper standards of justice in Burma.

    We have welcomed the release of hundreds of political prisoners under the current Burmese government. But we have also spoken out vociferously about the worrying tempo of arrests, detentions and sentencing of political activists in the lead up to the elections on 8 November.

    We have regularly raised our concerns with the government of Burma at the highest levels. Most recently, the Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire), raised this issue directly with the Minister for the President’s Office, U Aung Min, during his visit to Burma in July. Officials from our Embassy in Rangoon meet regularly with civil society on this issue and we lobby on individual cases. We also raise our concerns publicly in our Annual Report on Human Rights and in multilateral fora such as the UN General Assembly and the Human Rights Council, where the UK has co-sponsored Resolutions calling for the unconditional release of all political prisoners. We will continue to work with the incoming Burmese government to make progress on this important issue.

    Schemes such as the Energy Company Obligation (ECO) place statutory requirements on energy suppliers to undertake certain activities. As such they do not create funds that are collected by central Government. Local Authorities have worked with energy suppliers on the delivery of energy efficiency measures under ECO. The form of this involvement varies. The Department issues data on ECO delivery by local authority area.

    We are concerned about the rise in the number of small Salafi groups in Gaza that sympathise or self-identify with Daesh. This highlights the urgent need for all the parties to reach an agreement that addresses the underlying causes of conflict in Gaza to restore security under the Palestinian Authority, and reduce the risk of radicalisation inside Gaza. We are monitoring the situation closely.
