To ask the Secretary of State for Business, Innovation and Skills, for what reasons the responsibilities planned for the proposed Institute for Apprenticeships could not have been undertaken by the existing UK Commission for Employment and Skills.

The role of the Institute for Apprenticeships (IFA) will be very different to the current role and remit of the UK Commission for Employment and Skills (UKCES).
The IFA must be able to make decisions independently of Ministers and hold direct operational responsibility rather than act in an advisory capacity.
This will require different governance arrangements, with a small Board led primarily by employers and business leaders to steer the processes and decisions that are made.
The IFA will assume functions that Government has so far undertaken in relation to apprenticeship standards and assessment plans and will operate in the context of achieving three million starts by 2020.

To ask the Secretary of State for Education, if she will take steps to reassure European students studying abroad in Britain that the outcome of the EU referendum will not lead to changes to the tuition fee arrangements of those students.

The law determining eligibility for student finance is unchanged. EU nationals who have resided in the EEA for at least three years are granted “home” fee status for the duration of their courses. This is the case for all eligible EU nationals currently studying in English universities, and for those beginning courses in the 2016/17 Academic year.

To ask the Secretary of State for the Home Department, what plans the Government has to ensure that all EU citizens living in the UK will receive proof of their right to remain in the UK before any restrictions on new EU citizens are introduced; and how it will ensure there is sufficient operational capacity for such plans.

The government has been clear that it wants to protect the rights of EU nationals already living in the UK and the only circumstances in which that would not be possible are if British citizens’ rights in other EU Member States were not protected in return. The government will seek to address this issue as part of the wider negotiations on the UK’s exit from the EU to ensure fair treatment of British citizens living in the EU.
EU nationals currently in the UK do not need to apply for any additional documentation in support of their status exercising treaty rights.

Total support to HPC through the Contracts for Difference (CfD) is expected to be in the range of £4bn to £19bn (real 2012 prices, discounted to 2012) depending on the level of future wholesale prices. The Department has presented discounted figures for these costs to consumers relating to support payments for Hinkley Point C based on guidance set out in The Green Book published by HM Treasury.

We are progressing longer tenancies by promoting a model tenancy with bodies representing landlords, tenants, letting agents, mortgage lenders, and local authorities. Recent figures in the English Housing Survey, Households 2013-14 show that tenancy lengths in the private rented sector have increased to an average of 3.5 years.
