    To ask the Secretary of State for Health, what proportion of NHS trusts have agreed financial control totals for the next two years.

    Trusts’ access to the Sustainability and Transformation Fund (STF) will be through a formal agreement of financial control totals (and other STF criteria) between NHS Improvement and trust boards, as part of the two-year planning process. The planning timetable includes full plan submissions by the end of December 2016 and we expect to publish figures in the new year.

    To date indicative financial control totals and STF allocations for 2017/18 and 2018/19 were communicated to trusts in letters from NHS Improvement on 30 September 2016.

    To ask Her Majesty’s Government how they plan to spend the £1 billion pledged for post-war reconstruction in Syria.

    The UK has been at the forefront of the international response to the humanitarian crisis in Syria. We have committed over £1.1 billion to date, making us the second largest bilateral donor to the international response.

    We have planned for the endgame since the beginning of the conflict and during the Geneva process. We are now updating our planning to reflect the timeline envisaged in the Vienna process and are asking others to do the same. The initial priorities for Syria post-conflict will be protection, security, stabilisation and confidence building measures, including meeting basic needs and helping displaced people to return. Over time the focus will shift to longer-term re-building of Syria’s shattered infrastructure, harnessing the expertise of the UN, International Financial Institutions and the private sector. On 26 November, the Prime Minister announced at least £1 billion for Syria’s reconstruction. We anticipate that we would allocate reconstruction funds against a plan agreed between a new, inclusive Syrian government and the international community, once the conflict has ended.

    To ask the Secretary of State for Health, what assessment he has made of the potential effect on (a) overall levels of available compensation and (b) confidence in the NHS of fixed recoverable costs in clinical negligence cases for patients who are (i) over the age of 60 and (ii) female.

    The Department has established a working group to look at the impact of the proposal on equalities, health inequalities and families. The consultation stage assessment for the introduction of fixed recoverable costs for clinical negligence is work in progress and we will seek views on the impact of the policy on equalities, health inequalities and families within the consultation. We can confirm that age and gender, along with the other protected characteristics named within the Equality Act 2010, will be considered. The policy is not seeking to reduce the amount of damages but to reduce the levels of recoverable legal costs and to make claimant legal costs more proportionate to damages and defence costs.

The Department is given access to this database for internal use only under licence by the Association of Train Operators (ATOC) who manage the database on behalf of the operators. This licence is subject to a number of conditions which restrict the Department from releasing information that has been derived from the revenue and ticketing data.     To ask the Secretary of State for Health, what information he holds on the proportion of women with fibroadenoma who went onto develop breast cancer in 2015.

    The number of women who were diagnosed with fibroadenomas in each of the last five years, and the proportion of women with fribroadenomas who went on to develop breast cancer in 2015, is not held.

    In addition, information on the number of women who had fibroadenomas surgically removed in each of the last five years is not held.

    There are several types of benign breast lump, including fibroadenomas. Although most lumps are not breast cancer, any unusual changes to the breasts should be checked by a general practitioner (GP) as soon as possible. If a GP finds a lump on examination, they will routinely refer the patient to be seen by a hospital specialist.

    The Public Health England funded study by the Small Area Health Statistics Unit (SAHSU) at Imperial College and the Environmental Research Group at King’s College, London, investigating the potential link between emissions from municipal waste incinerators and health outcomes is ongoing. It is expected that papers from the project will be submitted by SAHSU to peer reviewed journals later in 2016.

    This Government shares the House of Commons’ condemnation of Daesh atrocities against all civilians, including Christians, Mandeans, Yazidis, and other minorities, as well as the majority Muslim population in Iraq and Syria who continue to bear the brunt of Daesh’s brutality.

    It is a long-standing Government policy that any judgements on whether genocide has occurred are a matter for the international judicial system rather than governments or other non-judicial bodies. Our approach is to seek an end to all violations, and to prevent their further escalation, irrespective of whether these violations fit the definition of specific international crimes.

    We are fully committed to working internationally to ensure Daesh is held to account for its crimes. Ultimately, the best way of preventing future atrocities is to defeat Daesh and its violent ideology. That is why the UK is playing a leading role in the Global Coalition of more than 66 countries and international organisations united to defeat Daesh.
