    DFID is undertaking a number of reviews, which aim to look across our portfolio to build the most effective response to deliver the Spending Review, the UK Aid Strategy and the Strategic Defence and Security Review. These include a review of the research portfolio, a Civil Society Partnership Review, a Multilateral Aid Review and a Bilateral Aid Review (BAR). The outcome of these reviews will collectively determine DFID’s approach to delivering the UK Aid Strategy over the period of the Spending Review.

    To ask the Secretary of State for the Home Department, what funding her Department has allocated to fund support for victims of domestic abuse in each of the next five years; and if she will make a statement.

    The Government is providing £80 million of dedicated central government funding over the course of this Parliament to tackle violence against women and girls. In 2016/17 the Home Office will continue to fund a network of Independent Domestic Violence Advisers (IDVAs), Independent Sexual Violence Advisers (ISVAs) and Multi Agency Risk Assessment Conference (MARAC) co-ordinators. We will continue to fund national helplines until 2020.

    From April 2017 until 2020, local domestic abuse service provision will be supported through a new Home Office VAWG Service Transformation Fund, as part of the £80 million of dedicated funding. Full details of the how the fund will be administered and the criteria for applications will be published in due course.

    The UK has raised the issue with the Kurdistan Regional Government’s Presidential Office, and strongly encouraged the free movement of humanitarian aid. We will continue to monitor the situation closely and to do all we can to ensure the provision of humanitarian access.

    The UK continues to work with the Governments of the Kingdom of Saudi Arabia (KSA) and the United Arab Emirates (UAE) on improving access for humanitarian aid and workers. We are supporting the work of the UN Special Envoy to convene peace talks in the coming weeks and to negotiate a lasting ceasefire as the best way to improve humanitarian access.

    The Bank of England does not lend directly to small and medium sized enterprises as part of the Funding for Lending Scheme (FLS). Under the FLS, the Bank of England provides funding to UK banks and building societies participating in the scheme. The amount of funding participant banks and building societies are eligible to borrow from the Bank of England is determined by their net lending to certain sectors of the economy.

    To ask the Secretary of State for International Development, pursuant to the contributions of the Minister of State for International Development at the International Development Committee, 27 January 2016, Question 28, and on 3 February 2016, Official Report, column 908, what the evidential basis is for the statements that export of arms by the UK to Saudi Arabia is not undermining her Department’s humanitarian work in Yemen.

    The UK is the fourth largest donor to the crisis in Yemen, committing £85million this year. Funding those agencies and NGOs who have the best access and ability to deliver humanitarian assistance in Yemen means we have been able to provide support to over 1.3m Yemenis. In recent weeks, UK food aid has also been delivered to some of the hardest to reach areas of Taiz.

    Nevertheless, the conflict in Yemen does make it difficult for agencies to operate and deliver humanitarian aid to all those who need it. That is why a lasting ceasefire is so important. We are doing all we can to support the UN to convene a further round of peace talks over the coming weeks and to renew the ceasefire.
