    To ask Mr Chancellor of the Exchequer, what his policy is on the future of National Savings and Investments.

    The core purpose of NS&I remains to raise cost-effective finance for the Government, using an operating framework that balances the interests of savers, taxpayers and the wider financial sector.

    An indication of NS&I’s cost effectiveness in raising finance for the Government, as measured by the Value Indicator, is published annually. The Value Indicator is calculated by comparing the total cost of delivering Net Financing and servicing existing customers deposits with how much it would cost the Government to raise funds through the wholesale market via equivalent maturity gilts. Last year £330m was saved.

    As an arms-length body, NS&I is responsible for its own brand strategy. In line with government Spend Controls, Cabinet Office approval is required for advertising, marketing and communications spend of £100,000 or above.

    NS&I relocated its operations within Glasgow from the Cowglen site to the Capella building in the centre of Glasgow in May 2015. The closure of Cowglen facilitated the move to more modern and cost effective accommodation and released the surplus site for redevelopment for housing, together with a capital receipt for the Exchequer. NS&I’s mail processing and scanning operations previously located at Cowglen, moved to Orbital House in East Kilbride in October 2015. NS&I remains committed to its operations in Scotland.

    The information requested is not available. The most appropriate treatment for a rare and infectious disease is determined by the physician looking after the patient. Where laboratory tests have been conducted abroad, they may be repeated in the United Kingdom depending on the condition, particularly where laboratory practice or standards in the country of origin are in doubt.

    To ask the Secretary of State for International Development, what steps she is taking to assist internally displaced persons in northern Iraq with humanitarian aid.

    The UK has committed £79.5 million of humanitarian assistance to Iraq since summer 2014. This includes cash assistance, access to clean water, food, medicines and other life-saving assistance for the most vulnerable. Our partners distribute our aid on the basis of need across Iraq, including to internally displaced persons in northern Iraq.

    Given the importance of a coordinated response, we are providing funding to UNDP to support the Kurdistan Regional Government’s (KRG) Joint Crisis Centre (JCC), as well as its equivalent for the Government of Iraq, the Joint Crisis and Monitoring Centre (JCMC). In close collaboration with the JCMC, UN, donors and NGOs, the JCC is leading humanitarian efforts for the KRG.

    The Department doesn’t produce any reports on local jobcentres developing their own claimant communications. The Department has guidelines on the intranet for all Jobcentre Plus offices about the use of locally-developed claimant communications. These guidelines make it clear what can and cannot be produced locally.

    It is not the Government’s role to set retail food prices. We work to promote transparency and open global markets internationally, as well as a competitive domestic market to help producers and retailers offer the best prices to consumers. Year on year food prices have continued to fall with an annual rate of inflation of -2.6 per cent in the year to July 2016, according to official figures released on 18 August.

    The Government’s recent consultation on Business Rates Retention received 21 representations from businesses or associated representative bodies. The Government will publish its response to the outcome of this consultation in due course. To ensure business views are fully taken into account government has also established a business interest group, to contribute to the policy and technical debate.

    To ask the Secretary of State for Business, Innovation and Skills, what estimate he has made of the contribution of (a) crowdfunding businesses, (b) peer-to-peer lending businesses and (c) big data businesses to the UK economy.

    The state of equity investment in small businesses was assessed by the British Business Bank in March this year. Their report shows an overall increase in equity investment to small firms in each of the past four years, with both the number of deals and the total amount invested showing a clear upward trend. The contribution from crowdfunding has grown strongly since 2012. By the third quarter of 2014, deal numbers exceeded those of private equity, accounting for almost one-third of seed funding deals in the first half of 2014.

    The Peer-to-Peer Finance Association publishes quarterly performance data, which show net new lending to small businesses of £91m in Q3 2015. According to NESTA, peer-to-peer lending in the UK grew at a rate of 250% annually between 2012 and 2014. The growth of the UK peer-to-peer lending sector has been facilitated by a responsive and flexible regulatory regime that recognises the importance of a competitive and diverse market for business finance.

    The Centre for Economics and Business Research estimates that the big data market could benefit the UK economy by up to £216 billion between 2012 and 2017. Research by NESTA has also found that UK companies making greater use of online customer data are up to 13% more productive than their peers.

    To ask the Secretary of State for the Home Department, if she will take steps to improve the security of mobile devices that are used to access internet banking.

    Through the National Cyber Security Programme, the Government committed £860 million in the last Parliament to increase the cyber security of the UK. This has included a range of work with industry to increase their cyber resilience. For example, the Cyber Essentials scheme sets out the basic technical controls organisations should have in place to protect against common cyber attacks. As the Chancellor also announced on 17 November, spending on the UK’s cyber security programmes will be almost doubled over the next five years, with £1.9 billion funding. Although Government is making a significant investment, partnership between the public and private sector is crucial to making the UK one of the safest places to do business online. By identifying and closing down vulnerabilities in their systems and processes, the private sector can make it much more difficult for criminals to operate. That is why we are working closely with the private sector to drive up standards. In the coming months we will also publish, in collaboration with industry, information to help the public better understand key cyber security principles of devices to help them to make more informed decisions. This work will be a part of the Government’s Modern Crime Prevention Strategy, which I intend to Publish next year.

    At the same time, through our Cyber Streetwise campaign, we are helping to inform the public of simple security measures, such as installing security software, which in themselves can protect them and their devices against fraud.

    The Government is fighting hard to fix the aspects of our EU membership that cause so much frustration in Britain – so we get a better deal for Britain and secure our future. Departments are appropriately resourced to support the Government’s priorities in Europe, including the renegotiation and referendum.
