    To ask Her Majesty’s Government what steps they will take in 2017 and beyond to support the International Planned Parenthood Federation in providing service points to women and girls worldwide.

    The International Planned Parenthood Federation, together with other civil society organisations, has long played an important role in promoting the sexual and reproductive health and rights (SRHR) of the world’s poorest girls and women. The Government is committed to this agenda, for example through the delivery of our commitment to work for access to family planning for everyone who wants it.

    The Government intends to publish the reviews of our development assistance, including the Civil Society Partnership Review (CSPR), shortly. The ways we will deliver our commitments globally and at country level, including with civil society partners, will be set out and further developed following publication of the reviews.

    To ask Her Majesty’s Government what assessment they have made of how the United Kingdom compares with other European Union member states in terms of the number of jobs created since the start of 2012.

    Total employment in the UK grew by a larger amount than in any other EU member state during this period, according to Eurostat data. Since quarter one 2012 to quarter two 2015 the employment level in UK has increased by 1.6m. This compares to approximately 826,000 in France, 1.3m in Germany and 101,400 in Spain.

    The Independent Review Panel of the grant transition programme was commissioned in 2011. The aim of the Independent Review Panel was to inform advice put to the Secretary of State. We do not publish advice given to Ministers.

    The advice of the Independent ReviewPanel informed the allocation process of awarding grants to the Voluntary and Community Sector in 2011-13. A ‘lessons learned’ exercise has been part of each subsequent grants allocation round. Guidance regarding the allocation of grants is reviewed routinely to ensure that it is robust and fit for purpose.

    To ask the Secretary of State for Environment, Food and Rural Affairs, whether payments made under the Flood Re insurance scheme are subject to any provisions to ensure that homes are (a) rebuilt or repaired to meet standards for improved flood resistance and resilience and (b) not rebuilt on flood plains; and if she will make a statement.

    There is no such duty in relation to payments made by Flood Re. However, Flood Re will consider plans to incentivise the take up of resilience measures through its published transition plan and the insurance industry have committed to discuss options for resilient or resistant repairs as part of the repair process in response to the recent flooding.

    The Flood Re Scheme is only available to properties built before 2009. This cut-off date recognises that new housing development should be located to avoid flood risk, or where development in a flood risk area is necessary, it should be designed to be safe, appropriately resilient to flooding and not increase flood risk elsewhere, in line with the national planning policies in place.

    Statistics of dogs put down because they could not be re-homed are not held by central Government. However, Dogs Trust carry out an annual survey of local authorities. The attached table is taken from information from the last five Dogs Trust surveys.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions his Department has had with the government of Israel on the extension of the Separation Barrier in the Cremisan Valley.

    Officials from our Embassy in Tel Aviv have raised the issue of the separation barrier through Cremisan Valley with the Israeli authorities repeatedly, most recently on 1 September 2015. Our Deputy Consul General to Jerusalem visited the Al Walajah and Khirbet Najjar areas of Beit Jala on 9 February 2016, where he was given an update on the impact of the barrier on residents.

    To ask Mr Chancellor of the Exchequer, what assessment his Department has made of the effect of low long-term real interest rates on house prices.

    According to the latest figures published by the Office for National Statistics, UK house price growth moderated to 7.6% in the year to February 2016, down from a peak of 12.1% in September 2014. A number of factors are likely to have supported demand for housing in recent years, including low interest rates.

    The Government has established the independent Financial Policy Committee (FPC) within the Bank of England, designed to monitor risks to the UK financial system and take action to address those where appropriate. The FPC has been given the authority and a powerful set of tools to tackle the risks posed to financial stability from the housing market.

    We have received representations from both Parliamentarians and non-governmental organisations in relation to this case.

    We are deeply concerned by growing restrictions on civil society in Egypt, including asset freezes and travel bans against human rights defenders and NGOs. I have frequently raised this with the Egyptian Ambassador and issued a statement on 22 March. Officials regularly raise our concerns with representatives of the Egyptian Government in both Cairo and London, most recently in May.

    To ask the Secretary of State for Transport, if the Government will make it its policy that should a third runway be agreed at Heathrow Airport, that runway will not be permitted to operate if the airport breaches air quality limits.

    The Airports Commission shortlisted three airport expansion schemes, two at Heathrow and one at Gatwick. We are carefully considering the evidence in relation to all three schemes. The Government accepted the Commission’s shortlist in December 2015, and has since been undertaking a programme of further work, including on air quality, to support a decision on a preferred scheme. The Government’s decision on a preferred scheme will take into account the Government’s overall plan to improve air quality and its commitments to comply with legal obligations.
