To ask Her Majesty’s Government what is the resource cost charge in England of (1) full-time fee loans in higher education, (2) full-time maintenance loans in higher education, (3) part-time fee loans in higher education, and (4) adult further education fee loans, for those aged 24 and over who are studying on Level 3 and 4 courses.

We estimate that the Resource Accounting and Budgeting (RAB) charge for full time tuition fee and maintenance loans, and part time fee loans, is between 20% and 25%.
We estimate that the Resource Accounting and Budgeting (RAB) charge for Advanced Learner Loans is around 40%. BIS is collecting data on learners as it emerges and based on this data we regularly review and update the RAB charge estimate for Advanced Learner Loans.
These estimates take into account the changes to student finance and the new HM Treasury discount rate used to value the student loan book announced at Spending Review and Autumn Statement 2015. We will update our estimates in summer 2016 and publish these at the same time as BIS accounts.

To ask the Secretary of State for Defence, pursuant to the Answer of 19 October 2015 to Question 10743, how many applications from Normandy veterans for the Legion d’Honneur are not yet processed by his Department.

In order to help the French authorities we have jointly developed improved administrative procedures, whereby the UK is submitting Legion d’Honneur applications to the French in a steady flow in approximately the order they were received by the Ministry of Defence.
Some 2,900 applications have been sent to the French Embassy since the new system began in July last year; we have approximately 1,750 cases still to be submitted and the Department continues to receive new applications on a weekly basis. Cases are given priority on the grounds of ill-health or extreme age.

To ask Her Majesty’s Government how much money the NHS invested in ensuring access to and provision of structured education for diabetes patients in (1) 2013, (2) 2014 and (3) 2015, and what percentage those figures represent of total NHS spend on diabetes during each year.

NHS England and Monitor are working closely together to ensure that the payment system supports service developments in the vanguard sites (including those where integrated diabetes care is a focus) as well as monitoring local innovative approaches to supporting integrated care taken by some clinical commissioning groups (CCGs). This is to ensure that the payment system keeps abreast with the development of future service models and is not a barrier to the development of new models of care.
During 2016/17, NHS England will look at the current incentives and funding arrangements for diabetes to see how greater alignment could be achieved between the financial incentives for primary and secondary care.
Information on how much money the National Health Service invested in structured education for diabetes patients is not collected centrally.
Under the Health and Social Care Act (2012), NHS England has a statutory duty to conduct an annual assessment of every CCG. Since April 2013, CCGs have been assessed twice, for the period 2013/14 and for 2014/15.
For 2016/17, NHS England will introduce a new CCG Improvement and Assessment Framework (CCG IAF). This new framework will align with NHS England’s mandate and planning process, with the aim of driving improvements in a number of key areas including the management and care of people with diabetes.
NHS England has been working with Diabetes UK on including diabetes indicators in the CCG IAF. The proposed diabetes indicators are:
– the percentage of diabetes patients that have achieved all three of the National Institute for Heath and Care Excellence recommended treatment targets; and
– newly diagnosed diabetes patients referred to, or attending, a structured education course.
Under the proposals, diabetes will also be one of the six clinical priority areas in the CCG IAF that will be overseen by an independent group.
The CCG IAF proposals are subject to the outcome of an engagement process which closed for comments on February 26 2016. More information can be found at:

To ask the Secretary of State for Defence, what representations he has received on British service personnel being served food which contains mould and maggots; and what monitoring his Department undertakes to ensure that all food served to such service personnel is of a satisfactory standard.

The Department is aware of concerns that have been expressed in the media about the standard of food.
The Department has in place a number of safeguards to ensure a good quality of food. These include; contract monitoring, site visits, reviews, customer engagement and assurance by Single Service catering subject matter experts to improve on the service provided.
Any complaint over food can be raised through the chain of command or directly with the contractor by way of a complaints book.

Turkey is a North Atlantic Treaty Organisation (NATO) ally and valued security partner for the UK. All countries, including NATO Allies, have a responsibility to use proportionate force when dealing with insurgents and alleged terrorists. We have no plans to call for discussion about that issue amongst NATO members.

To ask Her Majesty’s Government what funding they have made available to the Free Yazidi Foundation and other organisations in Iraq and Syria to aid the collection of evidence of genocide and crimes against humanity.

We have a long-standing commitment to accountability for human rights violations and abuses and have supported efforts to document them in Syria and Iraq. The UK co-sponsored the UN Human Rights Council Resolution in September 2014 mandating the investigation of Daesh abuses in Iraq. We continue to support the UN Commission of Inquiry’s investigations into human rights violations and abuses in Syria.
We have provided over £8 million to support the documentation of human rights abuses and violations in Syria and Iraq. We also supported the translation of the International Protocol for the Documentation and Investigation of Sexual Violence in Conflict into Arabic and Kurdish to further build the capacity of human rights, justice and healthcare professionals to respond to and document these terrible crimes.

Local authorities have a duty under the Childcare Act 2006 to ensure sufficient children’s centres to meet the needs of local families. Local authorities must meet their statutory duties on children’s centres from funding that forms part of the Department for Communities and Local Government (DCLG) Business Rates Retention Scheme. In addition, other government funding, including that for public health, adult skills training and troubled families may also be used locally to support services delivered wholly, or in part, through children’s centres.
Since April 2010 local authorities have reported actual and planned expenditure on children’s centres (regardless of the funding source) through annual Section 251 returns. To ask the Secretary of State for the Home Department, how many people have been granted refugee status or another type of subsidiary protection in the UK on the basis that they have been trafficked since 2010.

Our records indicate that since 2010, 1,003 confirmed victims of trafficking have been granted refugee status or other form of protection as a result of an application for asylum. It is not possible to say whether refugee status was awarded due to the applicant being a victim of trafficking without a review of individual case record at disproportionate cost.

To ask the Secretary of State for Health, what steps the Government is taking to support research into mesothelioma.

The Department’s National Institute for Health Research (NIHR) and the Medical Research Council welcomes funding applications for research into any aspect of human health, including mesothelioma. These applications are subject to peer review and judged in open competition. These funders together spent over £3 million on mesothelioma research in 2014/15.
Following a themed call for mesothelioma research proposals, the NIHR has approved funding for two new projects (a total of about £0.5 million subject to contract) and a further two applications are currently under review.
