    To ask the Secretary of State for Foreign and Commonwealth Affairs, how many staff of his Department at what grades have received training on the international human rights context for freedom of religion or belief in each of the last five years for which figures are available.

    Since 2010, the FCO has run an Advanced Human Rights course which has included a module on freedom of religion or belief (FORB). Approximately 160 staff from across all grades have attended this course over this period. For the vast majority of that period we have also covered FORB on our Introduction to Human Rights Course. We estimate that around 600 staff have attended this course. Training on FORB remains a core element of human rights training under the FCO’s Diplomatic Academy. In addition, we have run a course on religion and foreign policy since 2013. 188 people have completed this course since Autumn 2015.

    Some faith groups, including the Catholic Church, have felt unable to open new schools through the free schools route because they believe it contravenes religious rules. This has meant, for example, that in areas where there has been significant growth in the Catholic population, the Catholic Church has not set up sufficient school places to meet demand.

However, as part of UK Government action to mitigate against climate change, we work in partnership with the Indonesian national and provincial governments to help secure community access to forest land in Papua to promote a sustainable green economy, whilst supporting local livelihoods.

    To ask the Secretary of State for Education, pursuant to her financial statement of 16 March 2016, Official Report, column 963, how the £500 million funding will be used to speed up the introduction of a fair national school funding formula.

    The Chancellor announced at the Budget that £540 million would be provided to the Department for Education to support the school reform agenda. This will supplement the department’s Spending Review settlement.

    We will spend around £500 million over the Spending Review period, over and above the per pupil protection of the core school budget, to accelerate the introduction of a fair national funding formula. All of this funding will be provided to support children’s education.

    The funding means that the government will be able to accelerate gains for schools that are due to see funding increases under the formula, while continuing to offer a minimum funding guarantee for all schools. We are currently consulting on the principles and funding factors that should define the national funding formula for schools. A second consultation, later this year, will address the weighting attached to those factors and transitional arrangements, including the use of this funding.

    To ask the Secretary of State for Education, how many local authorities have completed the task of transferring all statements of special educational needs to Education, Health and Care Plans to date; and what assessment she has made of whether the deadline of 2017 will be met by all local authorities.

    The transition period from statements to Education, Health and Care plans (EHCPs) runs until April 2018. Every local authority has published an individual Local Transition Plan setting out the timings for transfers to the new system. We are monitoring local authority progress and published figures about transition up to January 2015, returned by local authorities, in the Special Educational Needs in England Statistical First Release of May 2015[1]. We will publish the figures up to January 2016 in May 2016.

    The Department does not collect information on the number of children who are home educated. Some local authorities choose to maintain registers so that parents can voluntarily register children being educated at home.
