    To ask the Secretary of State for the Home Department, how many employees of Border Force are seconded to Frontex; and in what locations such staff are deployed.

    UK Border Force currently has twelve staff deployed to support Frontex joint operations in the Mediterranean, and one staff member seconded to Frontex Headquarters, Returns Sector, in Warsaw. Eight of the twelve staff support joint operation ‘Poseidon Sea’ in Greece: two in Kos, three in Lesbos, one in Leros, one in Samos and one in Chios; and four support Frontex joint operation ‘Triton’ in Italy: two in Trapani, one in Lampedusa and one in Syracuse.

    UK staff cannot exercise any powers on Frontex operations. Border Force staff debrief migrants to gather intelligence on their routing, modus operandi and any facilitators involved; Border Force staff also screen migrants to establish their identity, to aid the host member state with documentation and return of those migrants with no right of stay in Europe.

    The Gospel Oak–Barking electrification programme includes plans to electrify the freight links. The timing and funding for these links is being reviewed in conjunction with Sir Peter Hendy’s re-plan of Network Rail enhancements and the revised cost estimates of all electrification projects. The main scheme continues to be on target for completion in 2017.

    To ask the Secretary of State for Defence, how many armed forces personnel who have taken Mefloquine have been treated for psychiatric problems in the last 12 months.

    Between 1 April 2007 and 30 September 2015 a minimum of 17,623 UK Regular Armed Forces personnel were prescribed mefloquine.

    For the year 1 October 2014 to 30 September 2015 (the latest date for which information is available) a minimum of 354 (2%) with a history of mefloquine prescription subsequently were assessed as having a mental health disorder at their initial assessment at a Ministry of Defence (MOD) Department for Community Mental Healthcare, or admission to the MOD in-patient provider.

    It must be noted that this numerical association does not prove direct causation. Further, a comparison of personnel prescribed other antimalarial chemoprophylactic agents with those prescribed mefloquine has shown no statistical difference between these groups in terms of the amount of time between antimalarial prescription and the presentation for mental healthcare.

    This emphasises it is not possible from centrally held data to identify whether a mental health episode is associated with being prescribed mefloquine, nor whether personnel have taken or continued to take mefloquine after they were prescribed it.

    The Government submitted an initial UK application to the EU Solidarity Fund on Friday 26 February. The application included an estimate of eligible costs from Scotland, Wales, Cumbria, Lancashire, Greater Manchester, North Yorkshire and the City of York, West Yorkshire, and Northumberland.

    Having made this initial application, we are in the process of refining our cost estimations and figures, and will work with the Commission to finalise details.

    The Secretary of State acted entirely lawfully in deciding to announce, on 11 February 2016, Official Report, columns 1763 – 1778 that he would proceed with the introduction of a new contract without further negotiation with the British Medical Association.

    In deciding that a new contract – which would be safer for patients and fair and reasonable for junior doctors – should proceed to be introduced, the Secretary of State was exercising a range of powers under the National Health Service Act 2006.

    There are no plans to require scientists and technicians working in the health sector to register with a professional body such as the Science Council. While voluntary registration schemes, such as those overseen by the Science Council, provide an important mechanism for assuring the standards of professional staff, it is a matter for individual staff and their employing organisation as to how they make use of the assurance provided by voluntary registration schemes.

    The Department does not itself conduct research, but funds research through the National Institute for Health Research (NIHR) and the Department’s Policy Research Programme (PRP). The NIHR and the PRP have not funded specific research into the possible mental and psychological impact on children of using Twitter and Facebook and have no plans to commission research on this topic. In 2014-15 (the latest year for which data is currently available), the NIHR invested £72.6 million in research in mental health, including the mental health of children.

    The current status of the 19 schemes announced in December 2014 for the Midlands is given in Highways England’s Delivery Plan for 2016-2017, which is available at:

    Overall schemes which are under construction are coming in or under budget. For schemes under development we would expect some movement in timescales or costs but overall Highways England is on course to deliver its commitments within the allocated funding.
