    To ask the Secretary of State for Justice, how many civil law suits have been brought against his Department based either wholly or partially on grounds provided by the Human Rights Act 1998; how many such suits were settled out of court before a court judgment was delivered; and how much such settlements have cost the public purse since 2010.

    It is not possible to provide the information requested. Litigants in civil cases can rely on arguments based wholly or partly on the Human Rights Act 1998. In some cases, the Act is relied on in addition to other claims. When the Human Rights Act came into force, no specific arrangements were put in place by the then government to record cases in the way requested. As a result, there are not currently data published which distinguish between cases where the Human Rights Act was or was not invoked.

    To ask Mr Chancellor of the Exchequer, whether he plans to maintain the apprenticeship levy rate of 0.5 per cent on employers’ pay bills over £3 million until 2020.

    The government has confirmed that the apprenticeship levy will be set at a rate of 0.5% of company paybill and every employer will have a £15,000 allowance to offset against their levy liability. In practice, this means only employers with paybills greater than £3million will pay the levy.

    To ask the Secretary of State for Education, what plans her Department has to improve on the Sport England strategy to develop physical literacy in schools during this current Parliament.

    We want all pupils to be healthy and active, and have given schools the freedom to deliver a diverse and challenging PE curriculum that best suits the needs of their pupils.

    PE is a compulsory subject at all four key stages in the national curriculum. The programme of study sets the expectation that schools should provide opportunities for pupils to become physically confident in a way that supports their health and fitness. Through the primary PE and sport premium, primary schools have already received over £450 million of ring-fenced funding to provide additional and sustainable improvements to their PE and sport provision. In an independent evaluation, 84% of schools reported an increase in pupil engagement in PE during curricular time and in the levels of participation in extra-curricular activities.

    Schools can decide how best to use this funding, and may elect to bring in additional resources and technologies if they feel this would provide additional and sustainable improvements to their PE and sport provision. The Government has committed to doubling the funding to £320 million a year from September 2017 using revenue from the soft drinks industry levy.

    In the new Sport Strategy, the Government has committed to support children and young people to develop the confidence and skills to take part and to be positive about sport and activity. As part of this work, we will be exploring how to further increase physical literacy standards in primary schools and considering how we can track levels of physical activity to help support children to have healthy and active lives.

    To ask the Secretary of State for Transport, what recent representations he has received on the appointment of two community board members to the Dover Harbour Board; and if he will make a statement.

    Three representations have been received on this matter over the past 4 months. I and officials from the Department are working with Dover Harbour Board and other stakeholders to take forward a Harbour Revision Order (HRO) that would allow two community directors to be appointed to the Board as well as other changes to the Board’s constitution. This includes matters raised in response to a consultation on the draft HRO earlier in 2015. I fully support the appointment of the community directors and I hope this work can be completed shortly to allow progress to be made.

    To ask Her Majesty’s Government what assessment they have made of the number of job opportunities created so far by Enterprise Zones, including how many of those opportunities are full-time, part-time, work experience or apprenticeship opportunities, both within each zone and in the surrounding area.

    The job opportunities which Enterprise Zones have attracted are published quarterly on a national and regional performance basis. The most recently published data covers the period up until the end of June 2015 and shows that the 24 Enterprise Zones established since 2012 have already attracted 20,676 jobs and that this number had increased by 9 per cent between March and June 2015.

    Information on the type of jobs or the number of jobs within individual zones or surrounding areas is not available.

    To ask Her Majesty’s Government whether they and the EU will place targeted human rights sanctions on individuals suspected of crimes against humanity in North Korea.

    We remain deeply concerned by the appalling human rights situation in the Democratic People’s Republic of Korea (DPRK). Without security and stability on the Korean Peninsula and the denuclearisation of the DPRK we are unlikely to see genuine improvements in the human rights situation within that country. This is why the British Government’s priorities of an improved human rights situation and denuclearised DPRK are pursued in parallel. Following the nuclear test of 6 January, we are working closely with other members of the UN Security Council on a robust, and united, international response to the DPRK’s latest violation of existing UN Security Council Resolutions 1718, 1874, 2087 and 2094. These negotiations are on-going and we expect any new resolution to contain further measures that send a clear signal that DPRK’s actions will no longer be tolerated. We will continue to consider a range of available options, whenever we discuss DPRK with international partners.

    We will continue to deliver the same strong messages on human rights directly to the regime through our Embassy in Pyongyang and in the UK where, most recently, the Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire), told the DPRK Ambassador on 7 January, that DPRK resources would be better directed toward improving the lives of its citizens rather than recklessly pursuing its development of nuclear weapons. We also work multilaterally on human rights, through the EU and the UN, where we support the annual UN Third Committee resolution on DPRK Human Rights.

    In the Woking constituency the Government expects 98% of homes & businesses to have access to superfast broadband at the end of the Superfast Surrey project. At county level Surrey will have over 99% superfast broadband coverage by the end of the Superfast Surrey project.

    In November 2015, the Secretary of State for Transport provided an update to Parliament on our progress to deliver HS2. He reconfirmed the Government’s commitment to completing the full Y-shaped network by 2033. The Government will make a decision on the remainder of the Phase Two route, including the Eastern Leg, in autumn 2016, with a view to introducing a third hybrid Bill before the end of this Parliament.
