    We have not raised the specific issue of demolition of Palestinian homes to make way for the Kedem Compound. We are not aware of any impending home demolitions to make way for the site.

    To ask Her Majesty’s Government, further to the Written Answer by Baroness Verma on 11 May (HL8116), what is their assessment of the view expressed in section 4.1.1 of the Overseas Development Institute’s Final Report of November 2015 Evaluative Review of the Statebuilding Grant and the Palestinian Governance Facility—DFID Palestinian programme that the manner in which DFID’s funds are demonstrated to have only paid the salaries of PEGASE-approved employees is of questionable efficacy”

    UK direct financial assistance to the Palestinian Authority is used for the sole purpose of paying the salaries of civil servants responsible for providing essential services. Our support is provided through a multi-donor trust fund administered by the World Bank, which carries out close monitoring of PA expenditure. Only named civil servants from a pre-approved EU list are eligible, and the vetting process ensures that our funds do not benefit terrorist groups. The process is subject to independent auditing, which is regularly reviewed and strengthened accordingly.

    As the ODI report itself makes clear, UK support to the PA is delivering real results, improving lives and is instrumental in preventing economic collapse and violent escalation.

    To ask the Secretary of State for Health, what steps he has taken to improve public and patient involvement in the NHS.

    Patient and Public Involvement (PPI) is enshrined in S.242 of the National Health Service Act 2006. The Health and Social Care Act 2012 amended S.242 and included complementary duties for clinical commissioning groups (CCGs) and NHS England.

    Since the 2012 Act NHS England has published statutory guidance for NHS commissioners and revised guidance for CCGs will be published in spring 2017. A further guide on engaging communities, for areas developing Sustainability and Transformation Plans, was published by NHS England in September 2016. NHS England has also recently launched an Involvement Hub, an online resource to support patients, carers, staff and the public, which also includes examples of good practice and links to learning and involvement opportunities.

    We are making additional resources available to the National Health Service by backing the NHS Five Year Forward View with £10 billion a year real terms additional funding by 2020-21, compared to 2014-15, with £3.8 billion real terms growth in 2016-17.

    It is for the local NHS to determine how best to use the funds available to it to improve local services. In 2016-17, the South Tees Clinical Commissioning Group will receive £413.3 million – a cash increase of 3.05%.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his counterparts in the Turkish government on the security screening and monitoring processes for refugees entering from Syria; and what assessment he has made of the effectiveness of those processes during the last six months.

    We regularly discuss these and other issues with the Turkish government. Turkey is a key partner for the EU in the migration crisis borne out of the situation in Syria. The UK recognises Turkey’s extraordinary generosity in hosting over 2.7 million refugees from Syria. In 2016 Turkey has taken steps to improve its screening of incoming refugees. It has also amended its visa regime for Syrians and Iraqis who, bar those crossing the land border, are now required to obtain a Turkish visa prior to arrival.

    To ask Her Majesty’s Government what steps they are taking in the light of NASUWT’s finding that 74 per cent of teachers are seriously considering leaving the profession in the next two years; and what assessment they have made of the implications of that finding for the education system.

    As the Secretary of State for Education outlined in her speech at the NASUWT conference on 26 March 2016, we want to see unions do everything they can to build morale, promote the teaching profession and tell people what a rewarding job teaching is. Approximately 90% of all teachers continue in the profession following their first year of teaching and this has been the case since 1996; and over 70% of those who qualified in 2009 were still in teaching five years later. Given the proportion of teachers leaving has remained stable over the last 20 years, we would not expect the proportion of teachers leaving the profession to increase to the levels reported by this survey.

    We recognise that it is vital for schools to be able to retain good teachers. That is why we have made policy interventions in the areas teachers tell us matter most such as reducing unnecessary workload. We have recently published reports, addressing the three biggest issues emerging from the Workload Challenge – ineffective marking, use of planning and resources and data management. The reports set out clear principles about what should happen in schools, and make recommendations to be taken at every level in the school system.

    We have accepted all the recommendations and will encourage the dissemination of the principles and messages clearly set out, to help enable the culture change the reports refer to.
