To ask Her Majesty’s Government what information they have received about the present situation of the Tartar population of the Crimea, and in particular, how many of them have been arrested or sentenced, how many exiles have been banned from returning, and whether their mosques have been damaged or destroyed.

In March I met Refat Chubarov, the Crimean Tatar leader, to discuss the continuing deterioration of human rights on the peninsula since Russia’s illegal annexation, and how this is impacting the Crimean Tatar community. The Crimea Tatars continue to face regular harassment including arrests, detentions, disappearances and restrictions on their rights of worship, assembly and expression. Many also face pressure to take up Russian Citizenship to re-enter Crimea.
International human rights organisations such as the UN and the Organisation for Security and Co-operation in Europe (OSCE) are currently barred from entering Crimea. The UK continues to call on Russia to use their influence with the ‘de-facto’ Crimean authorities to grant access to international organisations. Nevertheless, we are aware of reports that 18 Crimean Tatars are currently held in Russian-run prisons, while several more are under arrest. We are also aware of seven Crimean Tatars who are banned from entering Crimea. We are not aware of reports of mosques being destroyed, however there are reports that mosques and homes have been raided and those inside questioned by Russian security services. The recent banning of the Mejlis, the highest representative body for the Crimean Tatar community, by the Russian de-facto authorities is another example of the continuing erosion of civil liberties and human rights in Crimea.

Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. During this period the Government will continue to negotiate, implement and apply EU legislation.
The Scotland Office has no EU Directives awaiting transposition into UK law.

To ask the Secretary of State for Transport, what assessment he has made of the effect of the cost of acquiring a Certificate in Professional Competence on access to such certificates for young people.

The Department for Transport has not made any assessments on the effect of the cost of acquiring a Certificate of Professional Competence (CPC) on access to such Certificates for young people.
In order to allow newly qualified drivers to gain experience, the department allows those who have passed the theory test (module one) and practical driving test (module three) to enrol on an approved National Vocational Training (NVT) programme and defer taking the Driver CPC theory and practical tests. This allows a driver to work professionally for up to 12 months whilst working towards a Driver CPC qualification.

To ask the Secretary of State for Work and Pensions, what estimate his Department has made of the average transitional protection award that will be paid to the claimants who are migrated from tax credits to universal credit.

At the summer budget the Chancellor of the Exchequer set out the Government’s commitment to move the UK from a high tax, high welfare, low wage society to a lower tax, lower welfare, higher wage society. This remains the case, and Universal Credit (UC) is delivering this.
UC is a fundamentally different benefit to the legacy benefit system and provides people with support into, and to progress in work.
Therefore there is no meaningful way of comparing an unreformed Tax Credit system with Universal Credit. The Government has committed to transitional arrangements as we reform the benefits and Tax Credit system. Those transferred by DWP from tax credits to UC will receive Transitional Protection. In addition, estimates of entitlements under UC of the sort requested will vary depending on assumptions on the level of earnings.

Her Majesty’s Government takes very seriously any allegations of torture or other forms of ill-treatment, in Sri Lanka as in other countries. I raised concerns, highlighted by recent NGO reports on allegations of ongoing torture in Sri Lanka, with both the government and civil society when I visited Sri Lanka in January. British High Commission officials in Colombo are also in regular contact with local human rights organisations in Sri Lanka.
