    To ask Her Majesty’s Government when they expect the Criminal Cases Review Commission to make and publish a decision in respect of the case of Sgt Alexander Blackman.

    The Criminal Cases Review Commission (CCRC) is independent of Government and it would be inappropriate for me to comment on specific cases. I understand the average time that it takes the CCRC to reach an initial decision is seven months, although the length of time will depend upon the complexity of the application and the individual case.

    I am informed that the CCRC has assessed Mr Blackman’s case as a level one priority case and this has been communicated to him and his representatives

    To ask Mr Chancellor of the Exchequer, what representations he has received over the additional burdens to small businesses of the move to quarterly tax returns.

    Making Tax Digital will not involve quarterly tax returns. Instead, this is about making life easier for businesses – saving them time and money. These changes are a central part of a package of reforms that will save businesses £400m in administrative burdens.

    Many taxpayers have told HM Revenue and Customs (HMRC) that they want more certainty over their tax bill and access to an in-year picture of their tax position. Instead of an onerous tax return, once a quarter businesses will update HMRC from their digital records and in most cases, little or no further entry of information will be needed. These reforms will make it easier for business to understand how much tax they owe, giving them far more certainty over their tax position, helping them budget, invest and grow.

    The Government has received a number of representations from individuals, businesses, professional bodies and the software industry about Making Tax Digital. I also refer the honourable Member to my response of 11 January 2016 (with references 20876 and 21032).

    In the last 12 months, the UK has been continuing Operation SHADER against Daesh in Iraq and Syria. There have been no UK military operations against Al Qaeda in the same period.

    To ask the Secretary of State for Health, what progress he has made on implementing recommendation 10 in the executive summary of Public Health England’s March 2015 report entitled, Public mental health leadership and workforce development framework, on building the capacity of the National Mental Health Intelligence Network.

    Progress on implementing recommendation 10, which is to build the mental health intelligence capability through the National Mental Health Intelligence Network (NMHIN) can be categorised into three sections and is as follows:

    1) Capacity – NMHIN increased capacity in 2015/16 through NHS England investment. This enabled recruitment to work on additional/enhanced programmes on Crisis Care and Perinatal Mental Health and the first stage of a mental health Joint Strategic Needs Assessment toolkit. NHS England have committed to continue investment in 2016/17.

    2) Products – the NMHIN has enhanced mental health intelligence capability through the development of;

    a) Profiling tools (i.e. new tool on Suicide Prevention; expanded tool on Severe Mental Illness and Common Mental Health Disorders; updated tools which include; Children and Young People’s Mental Health and Wellbeing) and,

    b) ntelligence products (i.e. Measuring Mental Wellbeing in Children and Young People).

    3) Dissemination – the NMHIN has enabled more people to use mental health intelligence through a communication and training programme that provides: routine updates on products and work programmes, training sessions on using products, online access to video and document guides, and a programme of presentations that promote products and encourages use. The Public Health England Local Intelligence Service support this programme and increasingly a range of partners request sessions.

    To ask the Secretary of State for Health, what consultations he plans to undertake on the levels of bursaries and salary support for trainee clinical psychologists in the 2017-18 cohort.

    Health Education England (HEE) funding for trainees in clinical psychology is currently determined at a local level based on local need and is subject to annual workforce planning. For 2016-17, HEE will fund those commissions set out in the HEE Commissioning and Investment Plan for 2016-17. HEE’s plans for training clinical psychologists remain unchanged from 2015-16 with 526 commissions proposed for 2016-17. HEE will set out its plans for 2017-18 training commissions in its next annual Commissioning and Investment Plan or Workforce Plan for England which is expected to be published in December 2016 prior to the start of the financial year.

    The Government is currently consulting on how the education and funding reforms for pre-registration undergraduate and postgraduate non-medical courses (nursing, midwifery and allied health courses) which are currently funded through both HEE funded tuition and an NHS bursary/reduced rate loan for maintenance are most successfully implemented. Respondents to the consultation may wish to raise issues relating to the funding for courses operating outside of this model, such as clinical psychology training programmes. The Government will consider these in the context of its consultation response.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, how many named people from which countries have been subject to UK targeted sanctions in each of the last 10 years.

    The UK implements EU and UN sanctions. The definitive lists of named individuals subject to sanctions are held by these multilateral bodies. Sanctions usually comprise an asset freeze and/or a travel ban.

    HM Treasury maintains a consolidated list of individuals subject to financial sanctions [http://hmt-sanctions.s3.amazonaws.com/sanctionsconlist.htm]. At present there are 1,296 individuals on that list. It is not current practice to retain the records of individuals who are no longer subject to targeted sanctions, nor to segment data on an annual basis. The consolidated list is updated whenever an individual is added to, or removed from, an EU or UN sanctions regime. It represents the current situation and is designed specifically to facilitate sanctions implementation and compliance by the private sector. Annualised data for the last 10 years is not held by the UK, EU or UN.
