Bridget Phillipson – 2016 Parliamentary Question to the Home Office

To ask the Secretary of State for the Home Department, pursuant to the Answer of 8 June 2016 to Question 37587, how many child refugees are planned to be resettled in the UK in the next year in accordance with subsection (1) of 67 of the Immigration Act of 2016.

Local authorities are already caring for more than 4,000 unaccompanied asylum seeking children. The Government has consulted widely and extensively with local authorities across the UK in order to assess their capacity to care for additional unaccompanied asylum seeking and refugee children.

The Home Office has also significantly increased the funding available to local authorities that are supporting unaccompanied children and offered additional funding to bolster regional structures for the National Transfer Scheme, which is the mechanism for ensuring there is a more even distribution of unaccompanied children across the UK.

Between 12 May and 1 October 2016 over 50 children who meet the criteria in the Immigration Act were accepted for transfer, of which over 35 have been transferred. We continue to work with the French, Greek and Italian authorities to establish the number of children who may be eligible and have seconded UK experts to France, Greece and Italy to support the commitment to transfer eligible children to the UK, where it is in their best interests.

HM Treasury is working closely with Defra and other Government Departments on the development of the 25 Year Environment Plan. A cross-Government group, which includes Treasury officials, will ensure the Plan reflects the full breadth of relevant policy interests and levers that influence the environment.

Paul Monaghan – 2016 Parliamentary Question to the Home Office

To ask the Secretary of State for the Home Department, what steps her Department is taking to ensure that criminalisation of the use or possession of drugs, or injecting equipment, does not deter (a) people from seeking services because of fear of arrest and prosecution and (b) harm-reduction service providers from offering assistance because of concerns about their own legal liability.

The 2010 Drug Strategy contains a clear ambition that drug users will be supported to become drug free. The UK is a good example of how it is possible to achieve good health outcomes while retaining a criminal offence for drug possession. Service providers are encouraged to create a confidential environment for users to discuss their drug dependency. In addition, data on an individual’s substance misuse is collected in a way which preserves their confidentiality. We will shortly be publishing a new Drug Strategy

The Misuse of Drugs Act 1971 and its regulations support healthcare providers, including drug treatment services, by providing exemptions for the supply of injecting equipment and other drug paraphernalia where there is evidence that their provision and use will help prevent harm or support recovery. The most recent example of this was the exemption made in 2014 to enable the lawful provision of foil.

To ask the Secretary of State for Communities and Local Government, what steps he has taken to secure the adequate supply of accessible homes suitable for disabled people.

In 2015 the Government updated planning policy and Building Regulations to support local authorities in meeting the housing needs of disabled and older people in their communities. This included the introduction of two optional levels of accessibility in the Building Regulations, Category 2 – Accessible and adaptable dwellings, and Category 3 – Wheelchair user dwellings which local authorities can apply to new development in their local area subject to needs and viability assessments.

These new options work as planning conditions to planning applications. Accessibility needs are met by each project’s own finance, be it for public, social or private homes. Some adaptations by individuals are eligible for funding through disabled facilities grants.

Accessibility to buildings has always been central to Approved Document M and greater concern and detail has been worked in since Disability Discrimination Act regulations 1995, 2005 and with the Equality Act 2010. Each update of Approved Document M further embeds government commitment to inclusivity and accessibility in guidance.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what progress he has made on negotiations with the Libyan government on plans to tackle human trafficking and smuggling.

The UK, working with our international partners, is committed to working in partnership with the new Libyan government to take concrete action to tackle illegal migration through Libya. The Prime Minister has been clear on the need to do more to break the business model of the people smugglers. At the G7 Summit in Japan on 27 May, he announced that the UK will work to agree a plan to boost the capability of the Libyan coastguard to help stem the flow of illegal migration across the Mediterranean into Europe. Prime Minister Serraj wrote to EU High Representative for Foreign Affairs, Federica Mogherini, on 21 May requesting cooperation with the EU on the training of the Libyan coastguard. Once a detailed plan has been agreed with the Libyan authorities, the UK will send a training team to assist in its implementation, and as soon as the relevant permissions and UN Security Council Resolution are in place, we will deploy a naval vessel to the South Central Mediterranean to combat arms trafficking in the region. Together these developments will help secure the coast of Libya, limit Daesh terrorists’ freedom of movement and help tackle the migrant crisis.
