In our regular dialogue with the Ugandan government we stress the importance of protecting public order in a way that also protects the rights to freedom of expression and assembly. We are reinforcing that point with the Government of Uganda, bilaterally and with EU partners, in the run up to the February 2016 elections. The use of live ammunition by the Ugandan police to disperse crowds raises serious concerns about public safety.
Peaceful exercise of freedoms of speech and assembly is fundamental to any democratic society and is provided for and protected under Uganda’s constitution. During his visit to Uganda on 15 December, the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Rochford and Southend East (James Duddridge), underlined that it is vital for Uganda’s future that the elections in 2016 are credible, inclusive and transparent, and that they are underpinned by a respect for human rights. An EU election observation mission will be deployed to Uganda later this month.

The Government has been in regular contact with a wide range of stakeholders to maximise opportunities to meet our ambition to deliver one million more homes. The new Estate Regeneration Advisory Panel, Chaired by , my Noble Friend, the rt. hon. Lord Heseltine, comprises a range of experts and will provide advice on how the £140 million loan fund can best be utilised, in addition to other private and public funding sources. As the Prime Minister, the Member for Witney (David Cameron) has said, there is a very strong case for saying that the atrocities committed by Daesh amount to genocide, but recognition of genocide should be a matter for international courts, not political bodies.
When an attempt was made in 2014 to have the UN Security Council refer the situation in Syria to the International Criminal Court, it was vetoed by Russia and China. We have no reason to believe another referral would deliver a different outcome.

The term ‘secondment’ to refer to an interchange of staff between the Civil Service and an external organisation as such we have not brought any secondees into the Department from elsewhere in the Civil Service. All joiners from other Government departments have been on a loan basis, which refers to an interchange of staff between Civil Service departments or Agencies. The Department’s budget will be set out to the House of Commons and approved as part of the Supplementary Estimates in the new year, as is standard practice.
