    To ask the Secretary of State for Health, what information the Sentinel Stroke National Audit Programme (SSNAP) collects on the use of mechanical clot retrieval; if he will publish data from SSNAP on mechanical clot retrieval for the latest period in which figures are available; and if he will make a statement.

    NHS England’s National Clinical Director (NCD) for stroke is leading work to develop a full proposal which will consider the evidence and logistical issues involved in delivering mechanical thrombectomy to stroke patients across the country. This includes working with the relevant specialist societies, Royal Colleges and Health Education England to consider the workforce implications. Once the proposal has been developed, NHS England will decide whether the procedure should be made widely available.

    The Sentinel Stroke National Audit Programme (SSNAP) is now collecting data on patients treated with mechanical thrombectomy and the latest data shows that 124 patients were treated between October 2015 and March 2016. It should be noted, however, that this may not reflect all patients treated as some may not have had their data entered into SSNAP.

    Health Education England are the in process of developing commissioning plans for 2016-17. This process will conclude later this month with the publication of the Workforce Plan for England 2016-17.

    We have not raised the specific case of the arrest and detention of Muhammad Abu Tair with the Israeli Authorities. However, we remain concerned about Israel’s extensive use of administrative detention which, according to international law, should be used only when security makes this absolutely necessary rather than as routine practice, and as a preventive rather than a punitive measure.

We are undertaking a formal assessment of the financial impact and will make that available as and when there is a quality assured estimate.

    To ask the Secretary of State for Defence, with reference to the Annual Report 2015 of the Service Complaints Ombudsmen for the Armed Forces, what assessment he has made of the implications for his policies of the finding that (a) some complaints first processed by the Service Complaints Commissioner in 2008 remain open and (b) other referrals by the Service Complaints Commissioner have been outstanding for over a year.

    The Service Complaints Ombudsman acknowledges in the Annual Report 2015 that the Services’ commitment during 2015 to resolve complaints that were raised before 2014, resulted in a reduction in their number of around 50%. The Ombudsman acknowledges that in some cases there is just cause for delay, but where her investigations under her new powers find that delay was unjustified and avoidable the Ministry of Defence will learn the lessons as part of its commitment to achieving a service complaints process that is fair, effective and efficient.

    The Atomic Weapons Establishment (AWE) stores and re-uses fissile material removed from dismantled nuclear warheads which have been withdrawn from operational service as part of routine stockpile management. This material is not immobilised.
