    To ask Her Majesty’s Government what is their assessment of the report of the European Parliament Budgetary Control Committee on EU external aid and development programmes.

    The report concerned is based on internal Commission reports from EU delegations in non-EU countries, many of which are fragile or conflict-affected. These reports identify potential problems during implementation, so that things can be put right in time. We have not seen the actual reports, as these are internal Commission management documents. The report highlights the implementation challenges and the steps taken by the Commission to manage these risks, including the withholding of funds where fraud is thought to be to an issue. If it is proven that money has been wasted we expect the EU and its audit institutions to take swift and decisive action to recoup funds and to carry out a thorough review of all its programmes to provide a clear set of actions to stop this happening again.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, whether he supports the aims of the Arms Trade Treaty.

    Yes. The UK was a prime-mover for the creation of the Arms Trade Treaty (ATT) and continues to be an active advocate of a robust Treaty. The UK was amongst the first to sign the ATT in 2013 and ratified on 2 April 2014. We believe that the ATT will be stronger for every State which accedes to or ratifies it.

    Universalisation will remain a key priority. The UK played an important role in the preparatory discussions leading to the First Conference of States Parties, and was a Vice-President of that Conference, brokering agreement on key decisions to establish sustainable mechanisms for the future viability of the ATT.

    To ask the Secretary of State for Environment, Food and Rural Affairs, pursuant to the Answer of 23 February 2016 to Question 26816, what the job titles are of those people in receipt of travel expenses or paid car allowances.

    All those within the Rural Payments Agency who receive paid car allowances have the job title of ‘RDT (Rural Development Team) Manager’.

    Job titles for the staff in the other bodies listed in Question 26816 are not held centrally or stored alongside the allowance data and could only be provided at disproportionate cost.

    To ask the Secretary of State for Work and Pensions, how many prosecutions have been undertaken by the Financial Investigation Unit within the Child Maintenance Group in each financial year since 2012; and how many civil actions have been taken by the Financial Investigation Unit in cases where there is not sufficient evidence to justify a criminal prosecution to recover funds owed to Parents with Care in that time.

    Child Maintenance Group’s Financial Investigation Unit (FIU) was established on 1 April 2014.

    During the year 2014/15, the FIU initiated 65 criminal prosecutions and also enabled civil enforcement action on 1,697 cases, collecting a total of £528,201.

    During the year 2015/16, the FIU initiated 70 criminal prosecutions and also enabled civil enforcement action on 1,424 cases, collecting a total of £581,217.

    To ask Her Majesty’s Government whether Misoprostol is approved for usage in obstetrics and gynaecology in the UK, and if so, for what specific purposes.

    Misoprostol is used in adults for the medical termination of developing intra-uterine pregnancy, in sequential use with mifepristone, up to 49 days of amenorrhoea. It is taken as a single 400 microgram oral dose 36 to 48 hours after taking a single 600 milligrams oral dose of mifepristone.

    The UK was an active participant at the preparatory meetings for the Convention on Biological Diversity COP-13 Conference, which took place in Montreal from 2-6 October 2015 and from 25 April – 6 May, as well as at the EU-level preparatory meetings. Further preparations will take place in the autumn once the schedule and documents for COP-13 are available.

    The Family Test was introduced in October 2014 and can be located at the following link Family Test Guidance

    The Family Test is part of the policy making process and is applied in a proportionate way in the development of new policy in line with the guidance. Potential impacts of policy on family functioning and relationships are identified and brought to the attention of Ministers where appropriate.

    There is no requirement to publish the Family Test assessments. The Ministry of Justice does not collect information on the number of full Family Test assessments completed.

    The Government is currently undertaking a techno-economic assessment of SMRs which will provide a detailed analysis of the opportunities and challenges facing SMRs. The recent announcement by my Rt. Hon Friend Mr Chancellor of a competition to identify which SMR would offer the best value for development in the UK is a further demonstration of the Government’s commitment to exploring the potential of SMRs for the UK. As Government develops SMR policy further, we will address the issue of site identification for SMRs. No potential sites or siting criteria specifically for SMRs have currently been agreed.

    To ask Her Majesty’s Government what conclusions they have drawn from the document Future Operating Environment 2035 published by the Ministry of Defence on 14 December 2015.

    Whilst formally released outside the Department in December, the Development, Concepts and Doctrine Centre (DCDC) published the "Future Operating Environment 2035" (FOE35) internally so that it was available throughout the SDSR period. FOE35 was a source of information on the threats and challenges that Defence would be asked to address in the future. Consequently, SDSR decisions were informed by the Future Operating Environment work and, in particular, the need to focus on being more agile and innovative. The Ministry of Defence continues to consider how the future operating environment will shape the business of Defence. DCDC will take this work forward as it develops the Defence Joint Operating Concept and the Joint and environmental future operating concepts in 2016.
