To ask Mr Chancellor of the Exchequer, what steps he is taking to ensure that disabled people are not disproportionately affected by reductions in government expenditure.

The Government has protected the value of disability benefits, exempting these payments from the uprating freeze and exempting those in receipt of them from the benefit cap.

Disability spending will be higher in every year to 2020 relative to both 2010 and to today.

To ask the Secretary of State for Culture, Media and Sport, how many young people have (a) started, (b) completed and graduated from and (c) registered for the National Citizen Service since its inception.

The table below provides the most complete information on the number of young people who have registered for, begun and completed NCS. There was considerable national growth in the programme in 2015 – exact figures on 2015 NCS participation will be published in the independent evaluation in due course.

To ask the Secretary of State for Communities and Local Government, if the Government will take into account that atmospheric carbon dioxide levels have passed 400ppm when deciding on whether to overturn a decision by a local authority not to allow fracking.

Planning law requires that applications for planning permission must be determined in accordance with the development plan, unless material considerations indicate otherwise. The National Planning Policy Framework including, where relevant, national planning policy relating to climate change, is a material consideration in planning decisions. In deciding called-in applications or recovered appeals, the Secretary of State will take into account all material considerations which are before him at the time of the decision.

Paul Flynn – 2015 Parliamentary Question to the Foreign and Commonwealth Office

To ask the Secretary of State for Foreign and Commonwealth Affairs, with reference to paragraph 4.79 of the National Security Strategy and the Strategic Defence and Security Review 2015, what steps the Government has taken since 2010 to achieve the long-term goal of a world without nuclear weapons; and what initiatives the Government has taken to date to work with the UK’s international partners to tackle proliferation and to make progress on multilateral nuclear disarmament.

The UK National Report submitted in February in advance of the Nuclear Non-Proliferation Treaty Review Conference set out steps we have taken to support the goal of a world without nuclear weapons. This includes support to the international monitoring system designed to detect nuclear tests, efforts to build trust and confidence with other Nuclear Weapon States through the P5 process, and initiatives with Norway and the US on how to verify disarmament of nuclear weapons. We have also met our commitment to reduce the number of operationally available warheads to no more than 120. We have worked to strengthen the international non-proliferation regime, most notably through our role in securing an agreement involving strict limits and inspections on Iran’s nuclear programme.

Passenger usage at Stratford International station in 2012 was 0.96m. In 2013, usage was 0.87m. In 2014, usage was 1.02m. In 2015, usage was 1.36m. The Office of Rail and Road publishes annual figures on station usage, which are available on their website^{^[1]}.

To ask the Secretary of State for Defence, what the (a) date and (b) remit was of his authorisation to use RAF Lakenheath as a base to carry out airstrikes in Libya.

Authorisation for the United States to use UK bases to launch the airstrike against a Daesh training camp in Libya was given on 18 February 2016. Authorisation would be required for any operations of this nature involving the use of UK bases.

Lord Lester of Herne Hill – 2016 Parliamentary Question to the Ministry of Justice

To ask Her Majesty’s Government, in considering the future of the Human Rights Act 1998, what regard they will have to the findings of the Scottish Parliament’s European and External Relations Committee as outlined in the letter of 17 March from the Convener of that Committee to the Lord Chancellor on the proposal for the Supreme Court to function as a constitutional court and in particular that it would require significant constitutional change” and would pose “practical problems” for Scotland’s separate legal system.”

The Prime Minister indicated last year that he wanted to examine the way that Germany and other EU nations uphold their constitution and sovereignty. We have considered the Committee’s report with interest and will consult fully on our proposals for a Bill of Rights in due course.

To ask the Secretary of State for the Home Department, pursuant to the Written Statement of 18 April 2016, on immigration detention, HCWS679, how many pregnant women (a) are detained and (b) have been detained for immigration purposes at the border in each of the last five years.

Management information for 19 April showed that two pregnant women were held at the border and there was one pregnant woman held in an IRC. Information on those held at the border and in IRCs in each of the last five years is not held centrally and providing it would incur disproportionate cost.
