In preparation for our new emissions reduction plan we are working with colleagues across government to identify action that will cut emissions cost effectively. Our new plan will set out our proposals for meeting our carbon budgets and decarbonising through the 2020s. It will be published in due course.

As the previous Minister for Preventing Abuse, Exploitation and Crime set out in June 2016, the Government intends to roll out independent child trafficking advocates nationally as soon as the procedures for Parliamentary commencement and the introduction of statutory guidance secondary legislation are completed. We will consider carefully the evaluation of the early adopter sites which will assist us in ensuring the secondary legislation and statutory guidance provide for the most effective model to be rolled out.

To ask the Secretary of State for Transport, what the Government’s policy is on whether the provisions of EU Directive 261/2004, on compensation for denied boarding, cancellation or long delays for air passengers, should continue to apply in the UK (a) until and (b) after the UK leaves the EU.

The Government is considering the impacts of the decision to leave the European Union, including future arrangements for existing legislation. Until the UK leaves, EU law continues to apply, so we continue to comply with the existing directives and regulations, such as the common rules on compensation and assistance under Regulation (EC) 261/2004.

To ask the Secretary of State for Environment, Food and Rural Affairs, pursuant to the Answer of 30 October 2015 to Question 13685, if she will make an assessment of the monetary benefits arising from implementation of the revised EU Waste Framework Directive in each of the last four years.

An assessment of the costs and benefits of the revised Waste Framework Directive in England and Wales was carried out when laying the Waste (England and Wales) Regulations 2011 which transposed the Directive. The assessment was published and is still available on the Legislation.gov webpages. This is the most up to date assessment of the impacts of the Waste Framework Directive, and contains a year-by-year breakdown of the expected costs. As waste is a devolved issue, the Devolved Administrations carried out and published their own impact assessments, which are similarly available online.
The European Commission are expected to publish on December 2 proposals to amend the revised Waste Framework Directive. Once those proposals are published, we will submit another explanatory memorandum to the House, assessing the potential costs and benefits of those changes.

The Crown Prosecution Service (CPS) does not maintain a central record of the number of prosecutions involving more than one defendant. This information could only be obtained by examining CPS case files, which would incur disproportionate cost.

The Schools Adjudicator reports annually to the Secretary of State on fair access, and this report includes information on the objections referred to the Schools Adjudicator and the outcomes of those objections. The Department is carefully considering the findings contained in the report and will take these into account, along with other relevant information, as part of the current review of the School Admissions Code.

To ask the Minister for the Cabinet Office, what steps he has taken to increase the number of public appointments of women in the last three months.

The Government is committed to increasing the diversity of public appointments and has an aspiration that 50% of new public appointees should be women. We are making good progress, with 44% of new appointments made to women in 2014-2015 and a higher proportion of all public appointments (new appointments and reappointments) went to women last year than at any other point previously recorded.
The Centre for Public Appointments in the Cabinet Office supports departments on all issues relating to the diversity of public appointments. Steps we are taking to increase diversity include streamlining the application process, placing an emphasis on ability over previous experience, and increasing awareness of opportunities by using a central website, social media.
I hosted an event in February for a variety of diversity networks to encourage people from underrepresented groups to apply for Public Appointments and to advertise them in their own networks. The Cabinet Office is also represented at events run by diversity networks to raise awareness of the opportunities available.
