    This Government is making the biggest investment in our railways since the Victorian era, enabling more trains and longer trains to operate on many of our busiest routes. Since 2010, more than 563 new carriages have been brought into service in England and Wales, and a further 5032 are planned to enter service by the end of 2020.

    To ask the Secretary of State for Health, what information his Department holds on the efficacy of anakinra for patients diagnosed with idiopathic recurrent pericarditis; and what the (a) target, (b) average and (c) longest time taken to approve that drug for use was in the last 12 months for which data is available.

    The Medicines and Healthcare products Regulatory Agency (MHRA) does not hold information concerning the efficacy of anakinra for patients diagnosed with idiopathic recurrent pericarditis.

    Kineret, containing the active substance anakinra, was approved by the European Medicines Agency (EMA) in 2002 for the treatment of rheumatoid arthritis in adults. The licence was extended to include treatment of Cryopyrin-Associated Periodic Syndromes. Anakinra is not licensed to treat idiopathic recurrent pericarditis.

    The EMA is required to issue an opinion on applications for new indications within 90 days of receipt of a valid application. This period will be extended if it needs to request supplementary information from the applicant. The applicant will be requested to provide supplementary information within one month, although this may be extended to two months. The assessment of any supplementary information by EMA should be completed within 60 days. The European Commission is required to amend the marketing authorisation within two months of the EMA opinion.

    The MHRA does not hold information on average and longest time for approval of variations by EMA.

    To ask the Secretary of State for Health, if he will assess the effect of individual funding requests for palivizumab on premature babies at risk of severe complications from respiratory syncytial virus.

    NHS England has advised that it is monitoring the level of individual funding requests for patients who do not meet the criteria for palivizumab. NHS England aims to finalise an analysis of this data in April 2016 and will report its findings to the neonatal care clinical reference group.

    To ask the Secretary of State for Communities and Local Government, what the remaining time period is of Northstar Ventures’ funding through the European Regional Development Funds; and what changes are planned in the terms and control of that funding.

    Northstar Ventures manages five funds that have received funding from the European Regional Development Fund 2000-06 and 2007-13 Programme periods.

    Three of these funds are closed to new investments and Northstar Ventures is exiting from remaining deals. This is likely to conclude by February 2017.

    Two remaining funds – Proof of Concept and Accelerator Fund – will remain open to new investments until June 2016.

    No changes to management arrangements are planned. Northstar Ventures will remain responsible for concluding the funds up to 2020. The Department of Communities and Local Government will remain responsible for directing the use of any legacy funding generated by the funds.

    To ask the Secretary of State for International Development, what steps she is taking to support widows of genocide and conflict in Rwanda, Burundi and the Democratic Republic of Congo.

    Supporting women and girls, including widows, is a top priority for DFID. In Rwanda, DFID supports the Government’s flagship social protection programme, which provides cash transfers to the poorest households with no labour capacity, including widows and those with disabilities.

    DFID DRC has committed up to £80 million over five years to promote peace, stability and recovery in eastern DRC. DFID addresses sexual and gender-based violence (SGBV) across the DRC, both within and outside conflict zones, through its programmes and by addressing gender inequality. DFID DRC’s Humanitarian Programme is worth £168 million, of which £3.8 million provides direct support to survivors and those at risk of sexual violence.

    In Burundi, DFID is greatly concerned about the status of women and children in provinces affected by the political unrest. The Office of the High Commissioner for Human Rights (OHCHR) has reported rape and abuses against women. HMG continues to raise the issue with the Government of Burundi, the UN and international partners.

    The Cities and Local Growth Unit is a joint BIS-DCLG team that supports places in developing and agreeing devolution deals with the Government. Six Senior Civil Servants out of ten in the Unit are based in London.
