    To ask the Secretary of State for Northern Ireland, what steps the Government is taking to tackle low pay in Northern Ireland.

    Tackling low pay is part of the Government’s plan to move to a higher wage, lower tax and lower welfare society.

    100,000 low-paid people in Northern Ireland, 13 per cent of the workforce, will directly benefit from the National Living Wage from April next year.

    A full-time worker on the current National Minimum Wage will be £1,200 better off as a result.

    The Government’s plan is working. Official figures published last week show that weekly earnings for full-time employees in Northern Ireland were up 5.4 per cent over the year. The highest growth rate of all regions in the UK.

    As was stated in the Answer to HL 2604, the 3.5 full time equivalent staff who worked under the Just Solutions International (JSi) brand also worked on other core business within the National offender Management Service. Exact calculations were not made to apportion staff time, salaries, expenses or bonuses on JSi.

Friend the Member for Witney (Mr Cameron) made clear in his statement to the House yesterday, the renegotiation deal delivers on the Government’s commitment to fix the problems with the EU that have frustrated people in the UK. It is legally binding, irreversible and delivers for the UK. The deal gives the UK the best of both worlds: in to the parts of Europe that work for us and out of those parts which don’t.

    We are considering the extension of the jurisdiction of the Local Government Ombudsman to larger parish and town councils in the context of the establishment of a single Public Service Ombudsman. It is our intention in the coming months to publish draft legislation making provision for a Public Service Ombudsman, including their jurisdiction, and accordingly we envisage indicating the Government’s response to the consultation when that draft legislation is published.

    To ask the Secretary of State for Energy and Climate Change, what steps her Department is taking to ensure the sustainability of private sector funding for the (a) Civil Nuclear Constabulary and (b) Nuclear Decommissioning Authority.

    The effectiveness and efficiency of the Civil Nuclear Constabulary (CNC) is the responsibility of the Civil Nuclear Police Authority (CNPA) – a Non-Departmental Public Body of DECC. Representatives from the Nuclear Decommissioning Authority (NDA) and EDF are appointed to the CNPA board, as well as representatives of two of the largest NDA sites where the CNC are deployed – Sellafield and Dounreay – ensuring those using the CNC to be directly involved in ensuring the efficiency, capacity and capability of the organisation.

    The Nuclear Decommissioning Authority is wholly publicly funded at around £3 billion per year. Income generated from commercial activities is surrendered to HM Treasury. The recent spending round covers both the anticipated reducing profile of income (as commercial activities cease) and circumstances where such reductions occur earlier than planned.

    The Prime Minister has been absolutely clear that we need to build more homes. We remain committed to delivering one million new homes, having doubled the housing budget to help us to so.

    Since the end of 2009, we have delivered 900,000 new homes, and in the year to March 2016 permissions were granted for 265,000 homes, up 8% on the previous year, thanks to the reformed planning system.
