    To ask the Secretary of State for Communities and Local Government, how much his Department provided in Homelessness Prevention Grant to each local authority in London in (a) 2012-13, (b) 2013-14, (c) 2014-15 and (d) 2015-16.

    We have made available over £500 million to local authorities and the voluntary sector to tackle homelessness. Since 2010, this has helped local authorities to prevent 935,800 households from becoming homeless.

    The attached table (London Borough Homelessness Prevention Grant allocation 2012-13) shows the allocations of Homelessness Prevention Grant in 2012- 13 for London Boroughs.

    From 2013-14 support for preventing homelessness has been included in the annual Local Government Finance Settlement, split between Revenue Support Grant and estimated retained business rates. In the following years London Boroughs’ level of notional grant was as set out in the attached table (London Borough Homelessness Prevention Grant allocation 2013-16).

    Revenue Support Grant and retained business rates are not ring-fenced. It is up to individual authorities to decide how grant funding should be spent in order to deliver local services.

    To ask the Secretary of State for Business, Innovation and Skills, what estimate he has made of the likely value of increased trade between the UK and Canada as a result of the EU Transatlantic Trade and Investment Partnership; and what steps he plans to take to encourage trade in (a) Alberta, (b) British Columbia and (c) the rest of Canada.

    I assume my hon. Friend means the EU-Canada Comprehensive Economic and Trade Agreement (CETA), which is the trade deal between the EU and Canada and this is the subject on which I will be answering.

    Analysis suggests that, as a result of CETA, UK exports to Canada will increase by 29% and Canadian exports to the UK will increase by 15%. In the long run, the benefit to the UK economy will be of the order of £1.3 billion per annum.

    UK Trade and Investment will promote to British businesses all the new opportunities arising from CETA through a range of marketing activities across the UK and through the network of UK Posts in Canada. An accompanying guide will translate the agreement into an easily accessible document to help businesses identify potential benefits, including the tariff liberalisation on manufactured goods and food and drink products; greater access to government procurement contracts in all provinces at all levels of the Canadian government, including British Columbia and Alberta; and longer patent protection provided for pharmaceutical companies to protect R&D investment.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the effect on his Department’s policy expertise and experience in the development of (a) higher and (b) further education of the closure of his Department’s Sheffield office.

    Subject to consultation, the Department intends to close the Sheffield office at St. Paul’s Place by January 2018. This intention is based on the strategic vision for the Department that seeks to save 30-40% of its operating costs, reduce the number of locations it operates from (from currently around 80 to 7 centres and a regional footprint for the provision of local services), and halve the number of its Partner Organisations by 2020.

    Intention is subject to consultation, to close the Sheffield office by January 2018. This gives us time to transition the policy roles affected.

    To ask Her Majesty’s Government what assessment they have made of the recommendations of the report of the Harvard Global Health Institute and London School of Hygiene and Tropical Medicine Independent Panel on Global Response to Ebola published in The Lancet online on 22 November 2015, with particular reference to the creation of a Global Health Committee of the UN Security Council.

    The Ebola crisis demonstrated the need for reform of the international system of response to disease outbreaks, including reform of the World Health Organisation (WHO). Several independent groups have made important recommendations including the Harvard Global Health Institute and the London School of Hygiene and Tropical Medicine Independent Panel. The WHO Director General commissioned an independent Advisory Group on Reform of WHO’s work in Outbreaks and Emergencies with Health and Humanitarian Consequences. This group considered the Harvard and London School reports but did not include the creation of a Global Health Committee of the United Nations (UN) Security Council in the recommendations they have made to the WHO. Her Majesty’s Government (HMG) supports the Advisory Group recommendations which aim to equip and empower WHO to deliver more effectively in outbreak response and to fulfil its leadership and coordination role in humanitarian crises and to do so with independent oversight. HMG will assess a progress update on WHO’s implementation of these reforms at the World Health Assembly in May.

    To ask the Secretary of State for the Home Department, which Government minister will be responsible for distributing the £80 million Violence Against Women and Girls Transformation Fund.

    The Government is providing £80 million of dedicated funding up to 2020 to tackle violence against women and girls. This funding will provide core support for refuges and other accommodation-based services, a network of rape support centres and national helplines, and from April 2017 will also include a new Violence Against Women and Girls (VAWG) Service Transformation Fund.

    The VAWG Service Transformation fund will support local programmes which encourage new approaches that incorporate early intervention, establish and embed the best ways to help victims and their families, and prevent perpetrators from re-offending. Criteria for applications to the fund will support these aims. Full details of the how the fund will be administered and the criteria for applications will be published in due course.

    To ask the Secretary of State for Health, whether his Department plans to review staffing and training levels for particular services in cases where payments for agency staff are capped.

    The agency cap, introduced in November 2015 covers all staff in trusts and foundation trusts.

    It is the responsibility of local employers, with their knowledge of service needs, to determine the numbers and skill mix needed to deliver quality care, patient safety and efficiency. They will do this for each service, taking into account local factors such as acuity and case mix.

    It is Health Education England’s responsibility to ensure that there is sufficient future supply of staff, including those needed in specialist fields, to meet the workforce requirements of the English health system.
