To ask the Secretary of State for the Home Department, what guidance her Department plans to issue to local authorities on their responsibilities to resettle Syrian refugees in the second to fifth year of resettlement.

The Department for Communities and Local Government and the Home Office work with councils to resettle refugees in the UK.
It is for each local authority to decide what type of support is required for each resettlement case. A funding instruction covering Years 2- 5 of the scheme is to be issued to local authorities shortly, which includes examples of how funding can be spent. It also explains how councils can claim funding from the exceptional cases fund.

To ask Her Majesty’s Government, further to the Written Answer by Lord Bourne of Aberystwyth on 21 October (HL2529), how the loss of coal-fired generating capacity will be made up, what level of spare capacity will be maintained between 2015 and 2020, how they will ensure that disconnections or significant reductions in voltage do not occur, and whether compensation will be available to victims of such measures should they happen.

From 2018, the Capacity Market will ensure that retiring plant can be replaced by new investment by providing additional secure investment for both existing and new electricity generators. In the meantime, National Grid secures adequate loss of load expectation through the Contingency Balancing Reserve in which additional power stations are held to provide security in times of system stress.
Both facilities deliver against the statutory reliability standard of 3 hours of loss of load expectation, a level as high as anywhere else in Europe. Loss of load expectation does not equate to the number of disconnections in a year, but is the estimated number of hours in a year that the System Operator (National Grid) needs to intervene in the market in order the maintain supply. For 2015/16, National Grid procured 2.4GW of reserve to deliver a loss of load expectation of 1.1 hours, sufficient to maintain security of supply even in the toughest system conditions.

The Home Office collects and publishes statistics on the number of full-time equivalent (FTE) police officers per 100,000 population in England and Wales as part of the annual ‘Police Workforce, England and Wales’ statistical release. The latest published figures are as at 31 March 2015. These figures can be found in table 4 of the data tables published alongside the release:

As at 31 March 2015, there were 223 FTE police officers per 100,000 population in England and Wales. This excludes the British Transport Police and Central Service Secondments.
The Home Office does not hold comparable data for Scotland, Northern Ireland, France, Germany or Italy.

To ask the Secretary of State for Culture, Media and Sport, what process was used for administering the ballot for tickets to the Thiepval Memorial event on 1 July 2016; whether observers were appointed to scrutinise that process; and if he will make a statement.

Applicants were required to submit details online, or via a postal form, between 28 September and 18 November 2015. Once the ballot closed, a computer system randomly selected the successful applicants by their reference numbers – so that no weighting was added to any other factor such as geographic location or date of application.
The ballot was administered by an external company, SEE Tickets, with previous experience of the managing ticketing and ballots for large scale events. No additional observers were involved in the draw process.

To ask the Secretary of State for Health, what steps the Government is taking to increase public awareness of personal health budgets.

NHS England provides a comprehensive programme of training and support for clinical commissioning groups (CCGs) to help them to develop and publish a local offer of personal health budgets by April 2016. CCGs are now also required to include their personal health budget offer in their Health and Wellbeing Strategies, which are published in the public domain. To increase public awareness further, NHS England funds a national network of people with lived experiences of personal health budgets who champion their use both nationally and locally.
NHS England has made it clear that CCGs have a duty to inform people who are eligible for NHS Continuing Healthcare that they have the right to have a personal health budget, for example including information in the letter that informs individuals they are eligible. NHS England is currently consulting on the new CCG Improvement and Assessment framework, which will ask CCGs to submit the number of personal health budgets in their local area. The results of this will be used to inform the public of how many personal health budgets have been given locally and how their area compares with the rest of the country.

Over 90% of the total memberships within master trust schemes are in master trusts that are signed up to the master trust assurance framework.
This is a performance indicator for the Pensions Regulator and the result will be published in their next annual report and accounts.
