    To ask Her Majesty’s Government whether they can consult the National Infrastructure Commission on applications for planning consent for nationally significant infrastructure projects, and if so, whether they will consult the Commission regarding such applications, and what criteria they would use in deciding whether to do so.

    The National Infrastructure Commission is not currently consulted on nationally significant infrastructure projects, but the Government will consider carefully any request by the Commission to do so.

    To ask the Secretary of State for Defence, whether local record management instructions exist to augment paragraph 2.11.2 of JSP441 Defence Records Management Policy and Procedures at (a) MOD Grantown-on-Spey, (b) MOD Llanrwst, (c) MOD Fairbourne and (d) MOD Crickhowell.

    In accordance with JSP441, para 2.11.2, the Senior Information Officer (SIO) is to ensure that local management instructions exist to augment those contained in JSP 441 and that they are to be reviewed to ensure consistency with JSP 441. At all of the establishments listed the relevant SIO provides guidance and all staff undertake annual IT training.

    To ask the Secretary of State for Communities and Local Government, if he will take steps to introduce independent checks to ensure that rented properties are genuinely abandoned within the provisions of the Housing and Planning Bill.

    The new abandonment procedure will enable landlords to legally regain possession of their property where it has been abandoned, without the need to obtain a possession order. We have introduced a number of safeguards to ensure that tenants are adequately protected against potential misuse of the procedure. These include a requirement that at least 8 weeks or 2 months rent is unpaid and requiring the landlord to serve at least 3 warning notices before they can repossess the property.

    To ask the Secretary of State for Transport, for what reasons Highways England have not held consultation events on the proposals for a new Lower Thames Crossing in Stanford-le-Hope, Langdon Hills, Laindon, Dunton and other areas affected by those proposals.

    The locations, venues and timings for the public consultation events (including five events held on a Saturday) were chosen to ensure that they were accessible to as many people as possible near to the potentially affected areas and the proposed route.

    A suitable venue was not available at the required time in Laindon and there was not a suitable venue in Stanford-le-Hope. However, there are public consultation events being undertaken nearby at Basildon and West Horndon. To note, Dunton is within 6 1/2 miles of Basildon and within 5 miles of West Horndon. Likewise, Langdon Hills is within 5 miles of Basildon and within 6 miles of West Horndon. To accommodate as many attendees as possible, the events are two weeks apart, with the events at both West Horndon and Basildon being 17 February 2016 and 1 March 2016 respectively.

    To ask the Secretary of State for Health, what assessment he has made of the effect that changes in qualification requirements for studying a BSc in paramedicine will have on recruitment into that profession.

    There are currently 30 Higher Education Institutions across the United Kingdom delivering Health Care Professions Council approved pre-registration paramedic programmes. Of these, there are now 22 (73%) that are delivering BSc (Hons) degrees.

    The commissioned numbers in 2012/13 were 563, in 2013/14 were 722 and in 2014/15 were 853. Planned commission numbers for 2015/16 are 1,124 and for 2016/17 are 1,729. This shows there has been an increase of successful applicants who wish to enter the profession and are undertaking an appropriate pre-registration programme of higher education.

    The Child Protection Taskforce is one of several Implementation Taskforces set up by the Prime Minister to monitor the delivery of key policies. The Taskforce oversees the Government’s reform agenda for child protection: tracking progress; spotting potential blockages and agreeing plans for resolving them; ensuring accountability; and making sure actions are followed through. Since the Taskforce was formed in June 2015, it has been successful in bringing key Ministers and officials together in a forum to drive our ambitious reform agenda on children’s social care.

    To ask Mr Chancellor of the Exchequer, how many times the General Anti-Abuse Rule Advisory Panel met in (a) 2013, (b) 2014, (c) 2015 and (d) 2016 to date.

    The General Anti-Abuse Rule (GAAR) was introduced in July 2013, and only applies to abusive tax arrangements entered into from this date.

    This means that it will first apply to income tax returns for the tax year ending 5 April 2014, which must have been filed with HM Revenue and Customs (HMRC) by 31 January 2015.

    For cases to be tackled by the GAAR, HMRC must first enquire into tax returns once they are received, and gather all relevant facts. It is therefore still early in the process of litigation action for cases to be tackled by the GAAR.

    The GAAR Advisory Panel is an external body separate to HMRC. Their independent role means that they do not report the number of meetings held to HMRC.

    To ask the Secretary of State for Health, what proportion of the at risk population have been screened for (a) sickle cell disease and (b) thalassaemia in each (i) clinical commissioning group area, (ii) trust area and (iii) national sickle cell and thalassaemia centre area; and what proportion of that population were so screened in the most recent year for which figures are available.

    The Sickle Cell and Thalassaemia Screening Programme is an antenatal population screening programme which is offered to all pregnant women regardless of their risk, and to fathers to be, where antenatal screening shows that the mother is a genetic carrier. The offer to be screened is a joint offer.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what progress has been made on producing a 25-Year Plan for the environment.

    The 25 Year Plan for the environment is a Conservative manifesto commitment and a priority for this government – ensuring a healthy environment and strong economy. Ours will be the first generation to leave the natural environment of England in a better state than when we found it.

    The decision to leave the EU has meant the scope for the plan needed to be widened. We will now consider a long-term vision for our environment that is tailored to the needs of this country.

    We will shortly be publishing an engagement framework which will provide everyone with the opportunity to contribute toward shaping our environment over the next few years. We look forward to continuing to work with a wide range of interests to determine our approach and work together to deliver it.

    Remembrance ceremonies and parades are an important and valued means by which communities across the country honour the sacrifice of British service personnel. This is not an issue about police funding. The police have never had a policy of routinely policing Remembrance Sunday parades or other special occasions. The management of these events is a matter for event organisers in conjunction with local authorities.
