    To ask the Secretary of State for Environment, Food and Rural Affairs, pursuant to the Answer of 23 February 2016 to Question 27063, what steps she plans to take to ensure oversight mechanisms are put in place when further powers to dredge watercourses are extended to farmers.

    The draft Environmental Permitting (England and Wales) (Amendment) (No.2) Regulations 2016 include conditions that must be followed by those wishing to undertake dredging under an exemption. If works are not undertaken according to the relevant conditions, then the Environment Agency will be able to take enforcement action. This includes suspension notices to stop any further works being carried out, enforcement and remediation notices requiring remediation within a specified period, and the power to prosecute.

    The following Departments will be involved in National Security checking: Cabinet Office, Foreign and Commonwealth Office, Ministry of Defence and the Intelligence Agencies.

    National Security checking will ensure that the Government meets its obligations under Article 2 of the European Convention of Human Rights so that on publication the lives or safety of individuals are not put at risk. It will also ensure that publication of the report will not compromise national security.

    The table provided contains statistics on the number of licensed firearms and shotguns, by police force area, in England and Wales as at 31 March 2015.

    At this time there was a total of 1.34 million licensed shotguns and 0.53 million licensed firearms.The Home Office does not centrally hold any estimates for unlicensed firearms.

    Figures for Scotland and Northern Ireland are a matter for the devolved administrations.

    To ask Her Majesty’s Government what provisions they have in place to ensure that those studying in academies receive adequate sex and relationships education.

    The government believes that all children should have the opportunity to receive a high quality and appropriate sex and relationship education (SRE). SRE is compulsory in all maintained secondary schools, and many primary schools also teach it in an age-appropriate way.

    Academies do not have to teach SRE but many choose to do so as part of their statutory duty to provide a broad and balanced curriculum. When academies do teach SRE they are required through their funding agreement to have regard to the Secretary of State’s Sex and Relationship Education Guidance.

    The guidance makes clear that all SRE should be age-appropriate and helps young people to develop positive values and a moral framework that will guide their decisions, judgments and behaviour.

    To ask the Secretary of State for Transport, what assessment he has made of the implications for his policies of the finding in the RAC report, Motoring 2015, published in September 2015, that 12 per cent of motorists think it is acceptable to make a short call on a hand-held mobile device whilst driving; and what measures his Department plans to take to research the potential effectiveness and enforcement of legislation on the use of such devices for (a) phone calls and (b) using social media whilst driving.

    It is illegal to use a hand held device to make phone calls or use social media whilst driving. The Department is considering the findings of the research study undertaken by the Transport Research Laboratory (TRL) which looked at the prevalence of phone use across England and Scotland. This study will help inform future policy decisions. Effective enforcement will remain a key priority. The previous Government in 2013 increased the fixed penalty level for using a mobile phone at the wheel to £100 and the Department will continue to keep further deterrent measures under consideration.

    The Secretary of State and Floods Minister have met recently with the Association of British Insurers to discuss how people could be incentivised to take action to manage their flood risk and the role the insurance industry can play. In addition to this, Flood Re will develop its plans in relation to incentivising resilience and will provide information on how those whose policies are ceded to the Scheme can access information about their flood risk and how to manage it.
