To ask the Secretary of State for Transport, whether his Department plans to undertake a Strategic Environmental Assessment on projects which have received funding under the Connecting Europe Facility initiative.

    Mr Robert Goodwill

Projects seeking funding from the Connecting Europe Facility (CEF) should show that they comply with EU Environmental Policy. The Department will undertake a Strategic Environmental Assessment, where it is required to do so, in line with its legal obligations.

To ask the Secretary of State for the Home Department, what steps she is taking to prevent the practice of breast ironing in UK communities.

    Karen Bradley

Breast ironing is a form of so called ‘honour-based’ violence (HBV) and this Government is clear that political or cultural sensitivities must not get in the way of preventing and uncovering practices like breast ironing. No one should suffer because of who they are or which community they are born into.

As set out in the Government’s new Violence against Women and Girls Strategy, we will continue to challenge the cultural attitudes that may underpin harmful practices, and ensure professionals have the confidence to confront these issues, safeguard victims and bring perpetrators to justice.

Where breast ironing is practised on girls it is child abuse and should be treated as such by all frontline professionals. The clear legal frameworks that apply to child abuse apply to breast ironing.

The below Parliamentary question was asked by Catherine West on 2016-07-19.

To ask the Secretary of State for the Home Department, if she will introduce community-based alternatives to immigration detention for pregnant women released from immigration removal centres under section 60 of the Immigration Act 2016.

    Mr Robert Goodwill

The Home Office has issued guidance to Immigration Enforcement caseworkers, enforcement officers and Border Force officers on the application of section 60 of the Immigration Act 2016. This was published on GOV.UK on 12 July, and includes monitoring tools to track the detention of pregnant women.

It is already the case that the majority of individuals liable to be detained at any one time are not actually detained but are managed in the community through the grant of temporary admission or temporary release on bail. This includes pregnant women, whose detention is now subject to the further restrictions imposed by section 60 of the 2016 Act.

Pregnant women who are to be released from detention, but who remain liable to be detained, will be granted temporary admission or temporary release with appropriate reporting and/or residence restrictions. Pregnant women have access to the Home Office Voluntary Departures Service.

Nicholas Brown – 2016 Parliamentary Question to the Department for Transport

The below Parliamentary question was asked by Nicholas Brown on 2016-10-07.

To ask the Secretary of State for Transport, whether he has any plans to extend child discounts on public transport from 16 to 18 years to match the new compulsory school leaving age.

    Andrew Jones

Government recognises the importance of accessible transport to all young people and, whilst there are no plans to introduce a statutory concession for young people, we are working with the sector to encourage operators to continue to improve their offers.

In the de-regulated bus market it is for operators to set their own fares. Current estimates indicate that 50% of young people aged 16 to 19 receive at least a third off standard fares.

The new Enhanced Partnership powers in the Bus Services Bill would allow local transport authorities and bus operators to agree standard ticket rules, such as eligibility for half fares across operators.

An official from our Consulate General in Jerusalem attended the court hearing on 31 May. Our Consul-General to Jerusalem raised this issue with the Mayor of Jerusalem on 28 October. Most recently our Consulate General in Jerusalem expressed our concern publicly on 18 November via Twitter, calling for the eviction to be halted.

The below Parliamentary question was asked by Baroness Doocey on 2016-01-27.

To ask Her Majesty’s Government what discussions they have had with Eurostar about child trafficking.

    Lord Bates

The UK Government takes child trafficking extremely seriously. All Border Force officers at the Eurostar ports in the UK France and Belgium have received training in keeping children safe and all operational processes involving children comply with requirements as set out in the Children and Young Persons Act. Border Force and Eurostar have daily contact on operational matters. When passengers are identified by Border Force officers as potential victims of trafficking, immediate action is taken to safeguard the individual by following Home Office guidance on the treatment of the victims of trafficking. Border Force collects data on these cases in order to notify the Human Trafficking Centre. Contact is also made with Camden Social Services Safeguarding Team as soon as possible in order to establish safe care of the child. Eurostar has its own policy on unaccompanied children travelling on its services which can be found on the internet at: http://www.eurostar.com/uk-en/travel-info/travel-planning/accessibility#unaccompanied_children

Border Force has not provided training to French border officials on UK child trafficking patterns. All cases of suspected trafficking detected by the French border officials at St Pancras are handed to the BTP to action. In France and Belgium any concerns Border Force officers have about vulnerable children attempting to travel to the UK would be referred to the French and Belgian frontier control authorities. The Home Office has not had any discussions with Patina Rail about a proposed new routing between St Pancras and Ashford.

To ask the Secretary of State for Work and Pensions, what proportion of those eligible claimed winter fuel payments in 2014-15.

The majority of Winter Fuel Payments are made automatically from information already held by the Department. We invite claims mainly from men under 65 who meet the eligibility criteria, as the largest group not identified and paid automatically. Claims can be made up to and including 31 March and are not accepted after that date.
