    I refer the Right Honourable Lady to the answer given by my Hon Friend the member for Hertfordshire South West (David Gauke), the Financial Secretary to the Treasury to questions 10437, 10438 and 10448, which sets out the criteria we expect the Overseas Territories to meet in relation to their central register of company beneficial ownership, or similarly effective system. We are in discussions with the Montserrat authorities on this and are offering technical assistance as they develop their proposals.

    1. Includes activity in English NHS hospital trusts and English NHS commissioned activity in the independent sector.
    2. Outpatient appointments are the number of booked appointments for outpatients, whether they were attended or not.
    3. Finished admission episodes (FAEs) are the first period of admitted patient care under one consultant within one healthcare provider. FAEs are counted against the year or month in which the admission episode finishes. Admissions do not represent the number of patients, as a person may have more than one admission within the period.
    4. A main procedure is the first recorded procedure or intervention in each episode, usually the most resource intensive procedure or intervention performed during the episode. It is appropriate to use main procedure when looking at admission details, but a more complete count of episodes with a particular procedure is obtained by looking at the main and the secondary procedures.

    To ask Her Majesty’s Government what assessment they have made of the response made by human rights groups to figures released by the UK that it sold Saudi Arabia over £1 billion of weapons and air-to-air missiles between July and September 2015.

    The UK operates one of the most rigorous and transparent export control regimes in the world. No licence would be issued if to do so would contravene the UK’s strict export control criteria. In this case a single licence accounted for 90% of the total value of potential exports authorised by the licences. This was for a long-term contract for the delivery of a new air-to-air munitions capability over a number of years [and is unconnected to current operations by the Royal Saudi Air Force in Yemen.

    Licences granted in a given period do not equate to goods shipped The Department for Business (BIS) export licensing statistics only indicate the number and value of licences granted in a specified period, not the value of actual exports. Licences are usually valid for up to two years and the value of the licence therefore represents an estimate of future export value. As such, the value of licences granted in any one quarter will generally not be the same as the value of goods actually exported and does not provide an indication of goods shipped.

    To ask Her Majesty’s Government, further to the Written Answer by Baroness Williams of Trafford on 2 February (HL5483), when they next expect to review their national policy on development in Green Belt land in England.

    At the General Election this Government reaffirmed its commitment to maintaining the strong protection for the Green Belt set out in the National Planning Policy Framework. The Framework makes clear that most new building is inappropriate there, and that a Green Belt boundary may be altered only in exceptional circumstances, using the Local Plan process. We have no plans for a review of Green Belt policy. However, we are consulting on proposals to allow development on brownfield sites in Green Belt for starter homes, and for neighbourhood plans to be able to allocate Green Belt land for small starter home developments where locally approved.

    Local authorities are rising to the challenge of creating new school places where they are needed – 445,000 new places were added between 2010 and 2014, with many more delivered since then. This was supported by £5 billion of funding allocated to local authorities to create new places between 2011 and 2015.

    Supporting local authorities in their responsibility to ensure sufficient school places in their area remains one of this Government’s top priorities. That is why we have committed to investing £23 billion in school buildings between now and 2021 to create a further 600,000 new places, open 500 new schools and address essential maintenance needs.

    Construction of both HMS QUEEN ELIZABETH and HMS PRINCE OF WALES is progressing in Rosyth. The date for first entry into Portsmouth of HMS QUEEN ELIZABETH will be confirmed once the current testing and commissioning has been completed in Rosyth and once contractor-led sea trials have progressed. These trials are planned to complete in 2017.

    University researchers can continue to bid for competitive EU research funding while we remain a member of the EU. We will work with the Commission to ensure payment when funds are awarded. HM Treasury will underwrite the payment of such awards, even when specific projects continue beyond the UK’s departure from the EU.     To ask the Secretary of State for Health, what the current average waiting time is for therapeutic services at each sexual assault referral centre for (a) adults and (b) children under 18.

    NHS England has set out care pathways for adult and child Sexual Assault Referral Centre (SARC) services in its `Commissioning Framework for Adult and Paediatric Sexual Assault referral Centre (SARC) Services’, published in August 2015. Pathway services are wide-ranging, including safeguarding, social care, housing, other medical support and therapeutic counselling. The framework is now being rolled out across England and outlines the expected core service.

    Data on waiting times into care pathways or therapeutic services in SARCs or referred to by SARCs, is not collected centrally.
