To ask the Secretary of State for Work and Pensions, if his Department will carry out a trial of the introduction of personal budgets for employment support for disabled people.

The Government recognises that people need support that is tailored to their needs. Personal Budgets are currently being trialled in Access to Work to offer customers greater flexibility to manage their Travel to Work or Support Worker costs. Initial findings from the trial are expected in early 2017.
A Personal Budgets model was previously tested in the Right to Control Trailblazers, which ran from 2010 to 2013. Disabled people taking part in the trailblazers were offered greater choice and control over the support they received, as well as the option to take a direct payment and arrange their own support. The final evaluation report did not find any evidence that the Right to Control Trailblazers had a significant positive impact on customers, both overall and by subgroup.

To ask the Secretary of State for Transport, what steps he is taking to encourage the Driver and Vehicle Standards Agency to implement the review of staffing and deployment agreed with trades unions in February 2014.

The Driver and Vehicle Standards Agency (DVSA) regularly shares staffing data with the Trade Union Side (TUS) and has met them on many occasions since February 2014 to discuss matters including, but not limited to, staffing and deployment. A timeline was agreed with the TUS for these discussions to conclude on 23 September 2015 in order for them to ballot members on the position reached. Despite the final position on these talks being rejected by the TUS DVSA offered to continue discussions, on an ongoing basis, about staffing and deployment.
DVSA is currently engaged in talks via ACAS with the Prospect Union, who have suspended industrial action, and hopes to be able to do the same with the Public and Commercial Services Union.

To ask the Secretary of State for Defence, what the most recent estimate is that his Department has made of (a) civilian public sector, (b) civilian private sector and (c) military personnel working (i) directly on and (ii) in the supply chain of the Trident nuclear weapon system.

The nuclear deterrent is the cornerstone of the UK’s defence security policy. Maintaining the UK’s defence nuclear enterprise supports over 30,000 jobs across the UK and makes a significant contribution to the economy.
In the UK, four key suppliers directly support the delivery of the Trident programme. The Atomic Weapons Establishment (AWE) managed and operated by AWE Management Limited is based in Aldermaston and Burghfield; BAE Systems Maritime-Submarines at Barrow-in-Furness; Babcock at Devonport; and Rolls-Royce at Raynesway, Derby. There are thousands of jobs sustained across these sites.
There are also 6,800 Ministry of Defence (MOD) civilian and Royal Navy jobs at Her Majesty’s Naval Base Clyde including contractors from Babcock, Lockheed Martin UK and Rolls-Royce. This figure is due to grow to 8,200 in the 2020s. Rolls-Royce also operate the site at the Vulcan Naval Reactor Test Establishment, Dounreay, supporting the Trident programme and other nuclear-powered submarines. Also the Defence Equipment and Support’s military and defence civilian personnel are based at MOD Abbey Wood and other sites in the UK.
The ability of these key areas to deliver their programmes depends heavily on an extensive network of sub-contractors who are working indirectly in support of the Trident programme.

To ask the Secretary of State for Health, what assessment he has made of the level of access to stroke rehabilitation services in areas that are socio-economically deprived.

Although the Department has made no assessment of access to stroke rehabilitation in socio-economically deprived areas, the Sentinel Stroke National Audit Programme (SSNAP) undertook an audit in 2015 of the provision and organisation of post-acute stroke care, including rehabilitation services. The audit shows there are variations around the country in the availability of these services to stroke survivors. The Strategic Clinical Networks and the National Clinical Director for Stroke are working with clinical commissioning groups to help address this.
