    In the UK, The Equality Act 2010 legally protects people from discrimination in the workplace and in wider society.

    The Organisation for Security and Co-operation in Europe (OSCE) has many commitments that recall that all persons are equal before the law and are entitled without any discrimination to the equal protection of the law.

    HM Revenue and Customs does not have information on all types of taxable pension payments taken since 2014. However, information on the taxable element of pension flexibility lump sums taken since April 2015 is collated and published quarterly.     To ask the Secretary of State for Foreign and Commonwealth Affairs, what representations his Department has made to the Indian government on the Seaman Guard Ohio since the Indian court ruling relating to that matter in January 2016.

    We continue to follow this case closely, raising it at ministerial and official level at every opportunity, as we have done since November 2013. Following the court ruling on 11 January 2016 Ministers have raised the case with Foreign Secretary Jaishankar, the Minister of State for External Affairs, Mr VK Singh and the Indian High Commissioner Mr Navtej Singh.

    Whilst we cannot interfere in any foreign legal process, we shall continue to use every opportunity to raise the case at all levels, calling for any legal proceedings to move forward quickly.

    To ask the Secretary of State for Health, how much of the Government’s allocation of £1.4 billion mental health funding for children and young people will be spent in 2016-17; and if he will provide a detailed breakdown of that expenditure.

    Of the £1.4 billion additional funding made available over the course of this parliament to improve children and young people’s mental health, £280 million has been allocated for 2016-17. The breakdown of this investment is as follows:

    – £119 million has been allocated to clinical commissioning groups (CCGs) to transform local services through delivery of their local transformation plans;

    – £30 million has been allocated to CCGs to develop community based eating disorder services for children and young people; and

    – £131 million has been allocated centrally on workforce and system development to support local transformation plans.

    To ask the Secretary of State for Justice, what recent steps he has taken to reduce the number of people serving sentences of imprisonment for public protection after their prison tariff has expired.

    IPP sentences were introduced in the Criminal Justice Act 2003 for offences committed after April 2005. They were abolished in 2012 by the Coalition Government. IPP prisoners will be released whe the Parole Board is satisfied that they can be safely managed in the community. It is a priority for us to help remaining IPP prisoners progress towards release, including by ensuring that their parole reviews take place on time, through greater efficiency in the parole process, and by giving them the opportunity to complete relevant interventions and work. In 2015 there were 512 IPP releases – the highest number of annual releases since the sentence became available.

    We have asked the Law Commission to review the deprivation of liberty safeguards. As part of this review, the Law Commission is considering the role of coroners in investigating all deaths of people subject to deprivation of liberty safeguards. We expect its final report and recommendations to be published in December.

    HM Treasury holds a 50% share in Local Partnerships LLP. It is difficult to put a precise value on shareholding given LP’s business model and remit, and the fact that it is not capable of being sold in the open market in its current form. Total net asset value, as per Local Partnerships’ most recent audited accounts, is £6.8 million, and on this basis the Department’s share is £3.4 million.

    To ask Her Majesty’s Government what steps they are taking to implement the Sendai Framework for Disaster Risk Reduction 2015–2030.

    The UK adopted the Sendai Framework in March 2015. The UK has a range of robust mechanisms in place for dealing with disasters and reducing disaster risk. The National Focal Point for Disaster Risk Reduction, the Civil Contingencies Secretariat in the Cabinet Office, recently attended the European Forum for Disaster Risk Reduction, the regional body responsible for tracking progress against the Sendai targets. Implementation of the Sendai Framework is at an early stage, but work is ongoing within the UK to further improve domestic disaster risk reduction, and sharing best practice and building capability overseas – including through peer review, highlighted in the Sendai Framework as a means to strengthen disaster risk governance. The UK volunteered to be the subject of the first international peer review in 2012, and UK experts have subsequently taken part in peer reviews in Bulgaria and Finland.

    The proportion of the 15-59 year old population (standard reported population) recorded as having human immunodeficiency virus (HIV) in England and Wales and across each of the London boroughs is shown in tables 1 and 2.

    The number of males and females newly diagnosed with HIV in the United Kingdom and across each of the London boroughs is shown in tables 3 and 4.
