    To ask the Minister for the Cabinet Office, whether his Department has undertaken a value for money assessment of the National Citizen Service; and if he will make a statement.

    A value for money assessment is conducted annually as part of the independent evaluation of the National Citizen Service programme. The most recent report, covering 2014, shows a return of up to £3.98 for every £1 invested. This figure quantifies a range of benefits including the time participants spend volunteering on their social action projects. The NCS Trust estimates that participants have volunteered 8 million hours since 2011.

    To ask Mr Chancellor of the Exchequer, what estimate he has made of the reduction in the amount of child benefit spend on those EU migrants with a child resident in another country as a result of proposals to index the claims to the country where the child is resident.

    The Government’s new settlement means that EU nationals whose children live abroad will ultimately receive Child Benefit at a rate that reflects the conditions – including the standard of living and child benefit paid – of the country where their child lives. This will restore fairness to the system.

    Savings relating to the indexation of Child Benefit will be confirmed once the rates have been finalised.

    To ask the Secretary of State for International Development, what estimate she has made of the financial contributions made by her Department to Gavi, the Vaccine Alliance, in each of the last five years.

    The UK is the largest donor to Gavi, the Vaccine Alliance. Between 2011 and 2015, the UK contributed £1.32 billion to Gavi. No additional administrative support was provided during this time.

    The UK investment over the five year period between 2011 and 2015 immunised over 60 million children against vaccine preventable diseases which is estimated to have saved over 1 million lives.

    Between 2016 and 2020, the UK is investing £1.44 billion in Gavi. This investment will deliver the Government’s manifesto commitment to immunise 76 million children against vaccine preventable diseases and save 1.4 million lives.

    The Government published the ‘Sporting Future’ strategy last December to support and fund sport and physical activity and the Sport England’s strategy ‘Towards an Active Nation’, published in May, committed to spend at least 25% of their funding on those that are classed as inactive. The Government’s “Cycle to Work” scheme includes an annual tax exemption allowing employers to loan cycles and cyclists’ safety equipment to employees as a tax-free benefit.

    The Government keeps all tax policy under review.

    To ask the Secretary of State for International Development, if she will make finances available from her Department’s budget to fund payments owed by the Zimbabwean government for former employees of the Southern Rhodesian government until such time as the Zimbabwean government is able to meet its legal commitment to those employees.

    The government sympathise with the plight of those former public servants who are entitled to a Zimbabwe government pension. For years there have been problems with late payment or non-payment of pensions, and the benefits have been severely eroded. Officials from the FCO, and the British Embassy in Harare last raised Pensions with the Zimbabwean government in September.

    As acknowledged by the OSPA, the responsibility for payment of these pensions rests squarely with the Zimbabwean government. The UK does not have any legal obligation or responsibility for the pensions of Zimbabwe former public service workers. This is because since 1923, the former Southern Rhodesia’s civil and public servants have been appointed on local terms.

    Zimbabwe public service pensioners do not qualify for the payment of overseas pensions.

    The Government delivers a range of policies across the business landscape – including research funding and innovation – that will be helpful in supporting the development of this sector. At the recent Autumn Statement, it was confirmed that science funding of £4.7 billion will be protected in real terms over the Parliament, and we will protect the Catapult network to support innovative firms and sectors.
