To ask the Secretary of State for Defence, what progress has been made with the implementation of the recommendations made in Lord Ashcroft’s Veterans’ Transition Review, published in February 2014.

    Mark Lancaster

The Ministry of Defence’s (MOD) resettlement policy is continuously reviewed and the most recent update was issued in October 2015.

Good progress has been made against the recommendations made in the Veterans’ Transition Review. Of the discrete recommendations 29 are fully in place and considered closed; and a number of remaining recommendations are partially in place with further development planned and time-tabled.

The MOD continues to work with a number of charities, and the Government is committed to supporting their work. Actions already delivered include the provision of a 24-hour helpline for veterans, better support for those that leave the Service early so that all Service leavers get the provision they need, financial education for new recruits and better transfer of medical records.

The MOD’s own Veterans Welfare Service is on the ground in every part of the UK providing one to one help and support to veterans with housing and any other problems they may have. Further work is under way to create a directory of Service charities so it is easier for veterans to find the support they need, and the contract for career transition support has been re-let to ensure it best meets the needs of veterans looking for jobs and training.

The below Parliamentary question was asked by Barry Sheerman on 2016-01-21.

To ask the Secretary of State for Health, what steps his Department is taking to ensure that people who receive a diagnosis of autism can access appropriate post-diagnostic interventions.

    Alistair Burt

In 2015, new statutory guidance building on the 2010 Autism Strategy, and the 2014 Think Autism update, set out expectations for local authorities and the National Health Service in relation to autism training. It is the responsibility for the General Pharmaceutical Council and the Nursing and Midwifery Council, to ensure newly qualified pharmacists and health visitors are equipped with the knowledge, skills and attitudes to provide high quality patient care. The Department has worked the Royal College of Nursing, and Skills for Health and Skills for Care, to develop autism training material. Health Education England is also working with the Royal Colleges and other stakeholders to increase awareness and knowledge of autism for NHS health professionals.

The Department has also provided financial support to the Royal College of General Practitioners’ clinical priorities programme on autism which is undertaking practical work on autism awareness and training for general practitioners (GPs). GPs should be aware of what the local arrangements are for making referrals for autism diagnosis and how to access appropriate post-diagnostic interventions.

NHS England has commenced a programme to visit clinical commissioning groups (CCGs) to identify and share good practice in accessing timely autism diagnosis and post diagnostic support. NHS England with support from the Association of Directors of Adult Social Services is to visit a selection of areas to talk to CCGs and local authorities about their Autism Diagnostic Care Pathways. A report on the work will be completed by the end of April 2016.

We know that people with autism can experience common mental health conditions such as depression and anxiety, as well as other mental illnesses. Over £400 million has been invested in Improving Access to Psychological Therapies to ensure access to talking therapies for those who need them, including those with autism.

To ask the Secretary of State for Health, whether he plans to increase the number of advocacy services available to mentally ill people before they are sectioned.

    Alistair Burt

When a person is detained under the Mental Health Act 1983, (“the Act”) they are legally entitled to an Independent Mental Health Advocate (IMHA) who understands the Act and can support the detained patient. The provision of IMHA services is the responsibility of local authorities.

For other mental health patients who need help and support in expressing their views, more general advocacy services, as well as family and friends, can provide support.

The Department is also currently exploring providing additional guidance to mental health professionals promoting advocacy services to psychiatric patients that they believe would benefit from such support.

Lord Vinson – 2016 Parliamentary Question to the Department for Business, Energy and Industrial Strategy

The below Parliamentary question was asked by Lord Vinson on 2016-10-03.

To ask Her Majesty’s Government what steps they are taking to support the development of smaller reactors and the use of fracking for gas in order to strengthen the UK’s self-sufficiency in energy.

    Baroness Neville-Rolfe

The Government is committed to ensuring the UK has a secure and resilient energy system while meeting our climate change obligations and keeping bills as low as possible. Small Modular Reactors (SMRs) and shale gas have the potential to play a part in achieving this.

The Government has committed to investing at least £250 million over the next five years in nuclear research and development, which will include support for SMRs. In March 2016, the Government launched the first phase of a competition to identify the best value SMR for the UK, as well as allocating up to £30m over the next 5 years for an SMR-enabling advanced manufacturing programme to develop skills capacity.

The Government supports the exploration of our shale gas resources in a safe and sustainable way. The shale gas resources beneath Britain have the potential to bolster our energy security and lead to jobs and economic growth. UK geology is promising but we make no assumptions about production levels. We need exploration to determine the potential.

The Government has been clear that shale development must be safe and environmentally sound.
