    To ask the Secretary of State for Health, what the cost to local NHS consortium formed of Lewisham and Greenwich Healthcare Trust, Local Care Networks and Oxleas Trust was of preparing their unsuccessful tender for the contract to provide musculoskeletal services in Greenwich; and if he will assess the effect of such spending on resources available for services to patients; and if he will make a statement.

    My rt. hon. Friend the Secretary of State spoke with Steve Holliday, National Grid’s Chief Executive on 5November to discuss the Notice of Inadequate System Margin which National Grid issued on 4 November.

    Following the call, the Secretary of State has written to National Grid requesting a more in-depth analysis of some the factors contributing to the issuing of the notice and an assessment of the potential implications on future decisions.

    We take security of supply very seriously and we are working with National Grid to make sure there is always sufficient generating capacity available to meet demand even in challenging conditions, such as extremely cold weather.

    To ask Her Majesty’s Government what progress has been made in the integration of female soldiers into close combat units in the Army.

    Women are currently excluded from serving in ground close combat roles in the Infantry and Royal Armoured Corps, the Royal Marines and the Royal Air Force Regiment. The Prime Minister stated on 20 December 2015 that he would like to see all roles in the Armed Forces opened up to women in 2016. Further physiological research currently under way will inform a final decision in mid-2016.

    The review "Women in Ground Close Combat" has identified the principle of full integration as a vital element in generating cohesion in combat troops. The subsequent infrastructure work required is being considered as part of ongoing implementation planning, in the event that the exclusion is lifted. Early estimates from the 2014 research paper suggest that a fully integrated solution at the Army’s Infantry Training Centre at Catterick could cost up to £1.6 million. Once a final decision is taken, the Department will be able to identify and cost a fully integrated long-term solution as required.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Faulks on 27 October 2015 (HL2390), what steps they have taken to satisfy themselves as to the appropriateness of the award of the contract for the management of Rainsbrook Secure Training Centre to MTCNovo in the light of the failure of the Youth Justice Board, in its response to a letter from Article 39, the Howard League for Penal Reform, and INQUEST, to address issues concerning that company’s limited experience of dealing with the provision of custodial care for young offenders, and legal cases in the USA that raise questions about its suitability.

    MTCnovo is a joint venture between Management Training Corporation (MTC) and Novo Community Ltd, owned by Amey. The capability of MTC and Amey, were robustly assessed at the pre-qualification stage of the competition.

    There are two current legal cases brought against the Mississippi Department of Corrections (MDCO) in relation to two correctional facilities in the USA where MTC is now the operator. Both these cases are brought against the commissioning authority MDOC and relate to conditions that existed when the facilities were operated by a different provider.

    It is for clinical commissioning groups (CCGs) to determine how to use the resources available to meet the needs of their patients, taking account of national clinical guidance.

    NHS England advises that CCGs across the West Midlands are jointly developing a policy on procedures of low clinical value. The CCGs have stated their decisions will consider all relevant national standards and take into account all proper and authoritative guidance. NHS England is ensuring an equality impact assessment will be undertaken and will be notified when this is completed.

    Her Majesty’s Government is not aware of any recent studies which specifically test the validity of the Office of Rail and Road’s not primarily abstractive test. However, it has made representations to the ORR on its appropriateness for use on individual open access applications, most particularly in relation to the recent open access applications on the East Coast Mainline.

    Until Article 50 negotiations have concluded, the UK remains a full member of the EU, with all the rights and obligations that brings, and UK authorities continue to cooperate with their counterparts in other EU Member States, including on the European Arrest Warrant (EAW). The Government is exploring options for cooperation arrangements once the UK has left the EU. However, it would be wrong to set out unilateral positions in advance of negotiations.

    The provision of local health services is a matter for the local National Health Service.

    There have been no meetings between Ministers at the Department of Health and Greenwich Clinical Commissioning Group (CCG) on progress towards meeting the Getting it Right First Time requirements since the contract for musculoskeletal services was awarded to Circle Holdings PLC.

    Neither have there been meetings between Ministers at the Department and Greenwich CCG regarding the future of the Fracture Clinic Service and physiotherapy service in Greenwich and on whether the service is included in the contract awarded to Circle Holdings PLC to provide musculoskeletal services.
