    To ask the Secretary of State for the Home Department, what proportion of staff in her Department were (a) payroll and (b) non-payroll staff in each financial year from 2010-11 to 2015-16.

    Each Home Office Annual Report and Accounts publication includes information relating to payroll (civil servants) and non-payroll (agency and contractors substituting temporarily in civil servant roles as part of our flexible resourcing strategy) staff. Table 1 includes information for each of the financial years from 2010 – 11 to 2014-15. The percentage of non-payroll staff increased in 2012/13, 2013/14 and 2014/15 as the Department operated on a lower overall level of permanent civil servants, which was then complemented by more flexible hires to meet seasonal and other temporary demands.

    The Government is aware of the fact that some parts of the Defined Benefit (DB) pension sector are concerned about the current economic climate, but the situation is very mixed, and the experiences of schemes differ. We do not believe there is a systemic problem but we continually look at ways to improve the affordability of schemes.

    HM Revenue and Customs (HMRC) does not hold the data broken down specifically by constituency areas. HMRC is currently focused on resolving the outstanding cases but will be preparing regional analysis, which will be available in due course.

    To ask the Secretary of State for the Home Department, what procedures are in place to ensure that animals sent from the UK for use in experiments in laboratories abroad were not subject to a greater degree of suffering than that which they would have experienced in UK laboratories.

    The Animals (Scientific Procedures) Act 1986 requires that before an animal can be released from the controls of the Act, in order to be sent to a laboratory abroad, I must be assured that:

    • the animal’s state of health allows it to be sent to a new establishment;

    • the animal poses no danger to public health, animal health or the environment;

    • there is an adequate scheme in place for ensuring the socialisation of the animal upon being sent to new establishment; and,

    • appropriate measures have been taken to safeguard the animal’s well-being when being sent to a new establishment.

    The Home Office will seek reassurance that there are appropriate measures to safeguard the well-being of protected animals exported, within the context of their use in scientific procedures. Consent is only given for export where it is to a recognised scientific research establishment with a requirement for the specific live animals and sending tissue is not practicable.

    The Home Office does not routinely collect the cost of policing operations in England and Wales. It is an operational decision for Chief Officers, working with their Police and Crime Commissioner, to determine how their available resources are used according to local priorities.

    To ask the Secretary of State for International Development, pursuant to the Answer of 21 March 2016 to Question 31131, how much financial assistance her Department plans to provide UNOCHA for its work in Libya during the next financial year.

    In the next financial year, DFID will fund a secondment to OCHA to support coordination of the humanitarian response. Exact figures are to be finalised, though we expect it to be of the order of £50,000. We are keeping the humanitarian situation in Libya under review including funding requirements in the next financial year and stand by ready to adapt our response in order to meet humanitarian needs.

    We regularly raise our dual national consular cases with the Iranian authorities at the highest possible levels. Most recently senior FCO officials raised these cases with the Iranian Chargé d’ Affaires in London on 13 April. I also raised these cases directly with the Chief of Staff to the Iranian President on 10 March and with Foreign Minister Zarif on 5 Feb during their trips to London.
