    We are advised by NHS England that it is working closely with Health Education England to deliver the Capital Nurse programme.

    Impact on programmes such as the Capital Nurse programme, will be considered by NHS England once the outcome of the bursary consultation, which closes on 30 June 2016, has been published.

    *We have taken the use of the term ‘tendered’ to mean the completion of the tendering process which is contract award. The response does not require the number of Direct Awards as the question only asks for “franchised passenger rail services”.

    **The schedule shown reflects standard Department for Transport franchising timings. The UK Government has agreed in principle to transfer franchising powers to the Welsh Government to lead on procuring the next Wales & Borders franchise. In anticipation of this, the Welsh Government are developing their procurement approach which is planned to start earlier than shown on this schedule.

    The government is committed to maximising the benefits of the UK’s oil and gas resources for the UK economy – the oil and gas industry is the UK’s largest industrial investor, supporting hundreds of thousands of jobs, supplying a large portion of the UK’s primary energy needs and making a significant contribution to GDP.

    The government has taken action as part of our plan to reform the fiscal regime to make it an attractive destination for investment and safeguard the long-term future of this vital national asset. In the March Budget, the government announced a £1.3 billion package of measures which are expected to deliver over £4 billion of additional investment, supporting jobs and supply chain opportunities, and increase production by 15% by 2019-20, the equivalent of 0.1% of GDP.

    The term "air warfare personnel" is not recognised within the Royal Air Force. Allocation of manpower is sensibly prioritised to ensure that operational needs are met in full.

    To ask Her Majesty’s Government what is their assessment of the role of district councils in two-tier areas in the maintenance of drainage systems, the prevention of local flooding, and action when flooding occurs.

    District councils have several responsibilities and powers in relation to flooding and land drainage. These include powers to carry out flood risk management works on ordinary watercourses, powers to make bye-laws to manage flood risk in the authority’s area from ordinary watercourses and to secure the efficient working of a drainage system in the authority’s district or area. Those in coastal areas are also Coastal Protection Authorities.

    District councils are also responsible for a set of civil protection duties for emergencies. Plans are regularly reviewed and tested as part of local exercise arrangements.

    Defra commissioned an independent evaluation into the arrangements for managing local flood risk under the Flood and Water Management Act 2010. The evaluation has now concluded and will be published in due course. One of the areas the evaluation explored was partnership working between the Lead Local Flood Authority and other risk management authorities, including district councils.

    To ask the Secretary of State for Transport, what steps his Department is taking to ensure that bus operators are incentivised to invest in new vehicles when franchising is an option open to local authorities after plans for the devolution of that policy are implemented.

    Local transport authority with access to bus franchising powers will wish to ensure that local operators are aware of their intentions, so that investment decisions can be taken and services continue to be provided in the best interests of passengers

    Any authority that chooses to implement franchising will have the ability to specify its requirements of operators as part of any franchise contract. This could include requirements relating to the standards of vehicles to be used by operators.

    To ask the Secretary of State for Transport, what estimate he has made of the total funding allocated for the construction of cycle superhighways in London.

    Decisions on how much funding to allocate to cycling projects on the Transport for London Road Network (TLRN) are entirely a matter for the Mayor and Transport for London. The Department for Transport (DfT) provides the Greater London Authority with an annual transport grant for TfL, and it is up to the Mayor to determine how this grant is spent. In 2013, the Mayor published a vision for cycling which outlined plans to invest £913 million on a wide variety of schemes to improve conditions for cyclists in London, including the construction of a number of new and improved cycle superhighways.

    To ask the Secretary of State for Health, pursuant to the Answer of 22 February 2016 to Question 27141, by which criteria his Department plans to determine NHS support funding for community pharmacies under the Pharmacy Access Scheme.

    We have been in discussions with the Pharmaceutical Services Negotiating Committee (PSNC) since December 2015 regarding the Government’s proposals for community pharmacy in 2016/17 and beyond. In parallel, we have sought views on our proposals from other pharmacy organisations and from patient groups. The details of the Pharmacy Access Scheme, including any criteria and a timetable for implementation, form part of this consultation.

    We announced on 16 March 2016 that the consultation period was to be extended to allow more time to develop the proposed changes with the PSNC and others. It will now close on 24 May 2016.

    Once we have carefully considered the outcomes from the consultation, we are looking to communicate final decisions as soon as possible, so that pharmacy contractors are fully informed some months before the funding reduction starts from October 2016.

    To ask Her Majesty’s Government when they expect to publish the Frontier Economics report commissioned by the Department for Culture, Media and Sport on the level of contributions from the betting industry to the horse-racing industry.

    The Frontier Economics report is an independent economic analysis of the costs and revenues of the horseracing sector in Great Britain. This report forms one element of Government’s work on determining the rate which will be payable by gambling operators under the new funding system which is due to be in place by April 2017.

    The Government intends to publish the findings of the Frontier Report in due course.
